As a Program Manager at the GS-0340-9/11, you will be part of Retirement Services, Office of Personnel Management. If selected, you will be responsible for planning and directing the work of the Sections' assignments.

Duties

Plan, evaluate, assign and direct the work of the Section's employees. Assist in developing and managing an effective information program for annuitants and survivors. Identify and analyze information needs to inform annuitants and survivors about programs, changes, activities, requirements and services. Determine program goals, objectives, and long range and annual plans for the section. Apply general personnel management and labor-management policy and practices to motivate the workforce.

GS-09 level Specialized Experience: You must have at least one year of experience equivalent to the GS-7 level in the Federal service that includes customer service experience involved in assisting customers through telephone inquiries and written correspondence; assisting customers in completing forms or applications; and experience training, mentoring, leading and/or supervising a staff of professional, technical and clerical employees. OR Successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: You must have at least one year of experience equivalent to the GS-9 level in the Federal service that includes customer service experience involved in assisting customers through telephone inquiries and written correspondence; utilizing management concepts and techniques to determine program goals, objectives and long range and annual plans; and leading and/or supervising a staff of professional, technical and clerical employees. OR Successfully completed a Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree or LL.M. if related. Such education must demonstrate the competencies necessary to do the work of this position. OR A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of experience is considered to be 40 hours of work per week.
