This position is located in Craig, CO. This temporary promotion is not to exceed 1 year of service. This position is open to current Bureau of Land Management employees within the Craig, CO local commuting area only. Appointment is not eligible for conversion to a permanent position. We expect to fill 1 vacancy at this time; additional positions may be filled from this announcement if they become available.

Duties

Responsible for developing and implementing a District vision/strategy integrating key national and State program goals, priorities, values, and political, economic, social, technological and administrative factors. Responsible for developing and implementing strategies which maximize employee potential and foster high ethical standards in meeting the BLM’s vision, mission and goals. Responsible for the technical and administrative supervision of a large and complex staff, which requires managing work through subordinate supervisors including Field Managers, team leaders, and/or contractors who each direct substantial workloads. Provide leadership, motivation, direction, and decisions required to implement and carry out multiple use and ecosystem management of major resources consistent with Bureau and Department Policies and within delegated authority. Coordinate district activities for managing renewable and non-renewable resources; associated socio- economic and tribal issues; support services; human resource related actions; law enforcement and fire suppression. Establish and enhance working relationships and alliances within the District organizational structure as well as with others outside of the District office with the intent of finding common ground with a wide range of stakeholders. Responsible for setting short- and long-term direction and priorities for accomplishment of work within the district. Through the District Leadership Team and subordinate supervisors plan, organize, and coordinate activities relevant to the accomplishment of assigned functional responsibilities. Make selections for district positions; approve leave; establish performance standards and evaluate performance; recognize and award performance; consult with specialists on training needs. Maintain discipline; hear and resolve complaints and grievances; take disciplinary actions as necessary; and approve or reject personnel actions of subordinate supervisors. Responsible for the acquisition and administration of the human, financial, material, and information resources necessary for the operation of the district in a manner which instills public trust, accomplishes the agency’s mission. Responsible for administration of a variety of management programs such as safety, upward mobility, EEO, student and intern opportunities, overtime usage, employee engagement, management of real and personal property, etc.

  • Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.

  • This is a Drug Testing Designated Position. You will be required to submit to screening for illegal drug use and pass prior to appointment. This position is subject to random testing for illegal drug use.
  • This is a not-to-exceed 1 year detail/temporary promotion assignment. At the expiration of this assignment, you will be returned to your position or to a position/agency of record.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity. Specialized experience is further defined as experience applying the concepts, principles, and practices for multiple-use land management in directing the use of public lands for the continuing benefit of the public. Specialized experience as listed above may not be substituted with education or a combination of education and experience. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. There are no qualification requirements for a detail assignment. However, employees must meet any positive education/licensure requirements in order to be detailed to positions with these requirements. Detail assignments do not include additional compensation and the selectee will not earn time-in-grade at the higher grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. This is a not-to-exceed 1 year detail/temporary promotion assignment which may be extended up to a total of 5 years. Appointment is not eligible for conversion to a permanent position. At the expiration of this assignment, or whenever your services are no longer needed, you will be returned to your position or to a position of equivalent pay and grade within your agency of record. Physical Demands: Normally works in an office setting, with occasionally strenuous duty and normal field duty associated with resources work. Work may be conducted under widely adverse conditions such as severe winter temperatures and summers that are extremely hot and dry. May be required to walk into roadless areas or otherwise negotiate areas inaccessible to vehicular travel. Other methods of travel may include all-terrain vehicles, aircraft, or horseback. Work Environment: Most work is performed in the office in close proximity to fellow workers. Fieldwork may include walking or driving motor vehicles over rough terrain in remote areas. Abnormal stress situations may also occur involving completion of work to meet short deadlines.
