Duties

SUMMARY: The primary purpose of this position is to be the single point of contact responsible for planning, administering, developing, and evaluating the training and education services program for all personnel assigned or attached to the Pentagon. Serves as liaison between additional duty training managers and 811 FSS regarding training. This is a developmental position with known promotion potential to the target position of 8N-AR62146 (Education and Training Technician.GS-1702-11). Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document. DUTIES: Serves as the Base Training and Education Services (BTES) Administrator with responsibility to plan, direct, coordinate and report on the full scope of activities to accomplish the assigned centers programs. Conducts the strategic planning process to include needs assessment, evaluation of quality training system recommendations, establishing annual objectives, review the Training Plans for currency and implement the plan and evaluate progress. Provides On-the-Job Training (OJT) and Education consultant services to support all assigned units on all performance locations to include reserve Individual Mobilization Augmentees (IMAs). Provides oversight to the myLearning program and computer systems maintenance. Utilizes multiple office automation and performs additional duties/responsibilities.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCEFOR CURRENT FEDERAL EMPLOYEES GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07 grade level in the Federal service which includes knowledge of the principles, concepts, and theories of the classified title, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. SPECIALIZED EXPERIENCE NON-FEDERAL FEDERAL EMPLOYEES GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08 grade level in the Federal service which includes knowledge of the principles, concepts, and theories of the classified title, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. SPECIALIZED EXPERIENCE FOR CURRENT FEDEREAL EMPLOYEES GS-11: Applicants must have at least 1 (one) year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes comprehensive knowledge of an extensive body of rules, concepts, techniques, procedures, principles, and practices of the education and training occupation programs to perform a wide variety of assignments involved in the development of academic training schedules for student classes which meet syllabus objectives. Comprehensive, intensive knowledge of the organization's operations and functions sufficient to evaluate information gathered from various sources and use basic analytical methods and techniques to determine adequacy of, or deficiencies in the schedule function. Knowledge of a wide range of evaluative techniques, standardized research techniques, and analytical and problem-solving methods in resolving common issues or programs. Knowledge of the analytical techniques involved in moderately complex, sometimes controversial, or well-precedent, factual and recurring delivery of training. SPECIALIZED EXPERIENCE NON-FEDERAL FEDERAL EMPLOYEES GS-11: Applicants must have 1 year of specialized experience equivalent to the GS-10 grade level in the Federal service which includes comprehensive knowledge of an extensive body of rules, concepts, techniques, procedures, principles, and practices of the education and training occupation programs to perform a wide variety of assignments involved in the development of academic training schedules for student classes which meet syllabus objectives. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs)FOR GS-11: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of Force Development training, testing and education services program processes, or similar processes in parallel business and industry organizations to manage and oversee a comprehensive training program. Knowledge of military organizational structure, protocol, and similar matters. Ability to plan, organize, direct, and guide various education and training functions and staff of a large sized military/civilian organization. Ability to plan and organize work, meet deadlines, communicate effectively, both orally and in writing using correct grammar spelling, punctuation, format and with tact and courtesy. Skill and ability to prepare project and staff reports and to speak publicly, brief/teach/present information to diverse groups of both civilian and military personnel at all levels and ranks with diplomacy. Skill in use automation software and maintenance of related equipment. Ability to transfer and translate knowledge of base education and training programs, military personnel functions, and various data management system interactions into operating procedures for customers. Requires interviewing, analytical and writing skills used in connection with moderately complex subjects. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
