The incumbent serves as a Program Analyst within Anesthesiology, Perioperative, and Pain Medicine Service in the multi-campus, highly affiliated VA Ann Arbor Healthcare System. The incumbent is responsible for independently generated and evaluated analysis and reporting for the assigned service as a whole and in addition, actively participates in daily operations of the service.

Duties

REPORT GENERATION, ANALYSIS AND QUALITY MANAGEMENT 60% - The incumbent is solely responsible for generating day-to-day reports for Anesthesiology programs (Operating Room, Out-of-OR Anesthesia) by extracting workload from National VHA and VISN databases. S/he self-generates data, performs statistical calculations, and develops reports using the following VA programs; VISTA, CPRS, VSSC, DSS, DHCP and ARC. The incumbent receives, analyzes, and disseminates reports to staff to communicate status of work processes and ensures adherence to performance measures. The incumbent is responsible for analyzing the data, identifying outliers, and developing then implementing an action plan to address any concerns. Some of the tasks that the incumbent is responsible for gathering, analyzing, and ensuring the services' adherence to predetermined quality measures are listed below: - Encounters - Encounters 'Action Required' Report - Encounters Without Notes - Consult status reports (Pending, Active) - Unsigned/Uncosigned notes - Incomplete medical records - Clinic cancellation - Post-operative note - Anesthesia records (date, procedure duration, provider signature, ensuring security) - Narcotic accuracy in out of or anesthesia records (comparing charted documentation to narcotic check sheet) - Operates computerized programs such as Microsoft Excel, Word and SharePoint, and databases such as the VHA Support Service Center (VSSC), VistA, and Decision Support System (DSS). Tracks and maintains workload for the Anesthesiology Service. Monitors reports to bring discrepancies, trends, and outliers to the attention of Anesthesia management. Ensuring inconsistencies on reports are corrected. Analyzing the efficiency of reports to ensure that all VHA and service-specific goals are met. Advising and analyzing workflow within the Anesthesiology clinics. Collecting and analyzing data which identify the need for programmatic enhancements. Provide program guidance and development of employees within the service to ensure understanding and compliance related to scheduling, workload capture, VSSC, DHCP, ARC, and other programs used to monitor the completion of workload. Providing staff development opportunities relating to educating staff on the purpose of completion of workload in a timely manner. CLINIC COORDINATION AND ADMINISTRATIVE SUPPORT 25% - The incumbent is the primary Anesthesia contact for all out-of-OR locations. Many out-of-OR locations need Anesthesia support to complete complex procedures. The incumbent must be able to communicate with clinical providers from a wide array of specialties, and schedule consult requests for Anesthesia services. Coordinating the out-of-OR schedule requires constant communication with Cardiology, Interventional Radiology, Psychiatry, Pulmonary and GI. Incumbent must also communicate with the Anesthesia OR Director and Anesthesiology On- Call staff so that the Anesthesiologists are prepared for the out of OR cases each day. The incumbent creates daily post-op inpatient list for required follow ups. The incumbent will be required to record and relay messages and determine when the need to redirect calls arises. Incumbent must also refer urgent messages to the Anesthesiology OR Director and Service Chief. - The incumbent creates and distributes Anesthesia on call schedule to appropriate services. EDUCATION PROGRAM COORDINATOR 15% - As the Education Coordinator for the Anesthesiology Service, the incumbent will be the primary contact and liaison for university residency programs and medical students assigned to the service. Incumbent will make sure that the learners have proper access to the parking garage, scrub machine, locker room, VHA computer system, CPRS, VISTA and Omnicell codes. - The incumbent maintains a positive relationship with the local universities that rotate learners through the VA system and is important for contributing to the VA's positive reputation. Work Schedule: Monday - Friday 7:30am - 4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying analytical and evaluative techniques concerning the efficiency and effectiveness of the department's processes and practices. Primary duties will include oversight of the department's data capture and coordination processes including labor/supply mapping. Assignments typically involve all aspects of managing departmental data measurement and analysis, flowcharting of work processes, and the use of statistical measures. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a graduate degree.
