Duties

This position is located within the Department of the Interior, Office of the Secretary, Office of Law Enforcement and Security, Security Division in Washington, DC. At the full performance level GS-12,the major duties of this position include but are not limited to the following: 1. Provides program support in the administration and oversight of DOI personnel security education and training programs. Develops and delivers training content on personnel security policies and guidelines; proper classification assignment of classified materials; and downgrading, declassifying, and safeguarding of classified materials. 2. Collaborates, coordinates, and monitors the work operations of the personnel security program. Ensures adequate control systems are developed and operational so that agency resources are efficiently and effectively managed. Reviews work assignments and analyzes program performance to determine effectiveness of current work processes and procedures. Investigates abnormal deviations, develops resolutions to problems, and implements changes to improve the accomplishment of the program's mission. 3. Prepares and updates personnel security policy implementation plans to meet long-term program schedules including consideration of mission changes affecting security functions and requirements. 4. Recommends action, in accordance with policy guidance, on reports of criminal investigations concerning DOI personnel. Ensures appropriate action is taken on all personnel with suspended access or revoked security clearances. Coordinates the delivery of materials of a negative nature to the appropriate bureau personnel and ensures that response materials are appropriately prepared and returned to the appropriate adjudicating authority. 5. Supports the unfavorable security clearance determination appeal process and DOI's Personnel Security Appeals Board (PSAB) hearings. Coordinates and schedules with the appellant, court reporter, and PSAB members. Ensures appeal process timelines and deadlines are met in order to respond to the appeal in a timely fashion. 6. Coordinates and provides the appropriate administrative actions with human resources, supervisors of the affected employee, and other applicable personnel when processing proposed security/suitability denials or revocations. The Office of the Secretary has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. This position is subject to drug testing. The incumbent must pass initial and continued periodic, short notice, random drug testing. Applicants will not be appointed to the position if a verified positive drug test is received. Salary Information GS-12: $94,199 to $122,459 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

Minimum Qualification Requirements: To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Reviewing, evaluating, and adjudicating complex national security/suitability background investigations; and 2. Updating security/suitability policies, guidance, and procedures in line with the Trusted Workforce 2.0 Implementation Strategy; and 3. Conducting personnel security/suitability quality reviews and evaluating programs; and 4. Utilizing National Background Investigation Services (NBIS) to include eApp (electronic application), Personnel Investigations Processing System (PIPS), NP2 Secure Portal (NP2), Central Verification System (CVS), Quality Assessment Reporting Tool (QART), USAccess, or equivalent systems and applications. -MUST MEET ALL- Additional information on the qualification requirements is outlined in the OPM Qualification Standards Handbook of General Schedule Positions and is available at OPM's website: https://www.opm.gov/qualifications/standards/indexes/num-ndx.asp All qualification requirements must be met by the closing date of this announcement.
