Duties

Responsible for oversight of the rangeland health, wildlife biology, Wild Horse and Burro, and related programs by coordinating, preparing, or reviewing, and exercising quality controls in accordance with prescribed laws and regulations. Responsible for the technical/administrative supervision of professional, technical, clerical, and administrative positions to carry out the mission of the organization. Develops plans and work schedules by setting priorities; maintains good working relationships by coordinating with others on goals, priorities, organizational needs, and achievements. Devises and maintains record keeping systems to provide required information for production, reporting, and evaluation of organizational goals; recommends changes to increase accuracy and productivity. Establishes goals for employees to accomplish management objectives; assigns work on priorities based on capabilities of employees, reviewing work for adequacy and accuracy, policy and regulatory compliance and application. Recognizes and takes action to correct situations posing a threat to the health and safety of subordinates. Utilizes range and wildlife management expertise and advice in the preparation of long-range multiple-use resource management plans. Leads an interdisciplinary team in developing long-range objectives, formulating alternative management strategies, evaluating impacts, and recommending actions to further the long-term productivity of rangeland resources.

Qualifications

Basic Education Requirement: - I have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, OR- I have a combination of education and experience - have completed courses equivalent to a major, as shown above, plus appropriate experience or additional education. I will provide a copy of my college transcripts. Specialized Experience: For GS-12: I meet the basic requirement AND I have one (1) year of specialized experience equivalent to the next lower grade level (GS-11) in the federal service. Specialized experience may include use of natural resources principles on complex and/or controversial projects relating to land use, experience with compliance with public land laws and policies (e.g., the National Environmental Policy Act, Endangered Species Act), knowledge of land and realty policies and effective oral and written communications with internal and external stakeholders and/or partners regarding complex or controversial projects. There is no substitution of education for experience at the GS-12 grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is a combination of office and field work. Office work is mentally demanding and field work can involve arduous walking and climbing in a variety of terrain from flat to steep, rocky, and mountains. Also, field work often requires operation of 4X4's and ATV's/UTV's. Field work can often involve travel in vehicles to include, fixed wing aircraft, and on horseback. Work Environment: Office work will take place in an office setting. Field work can involve driving long distances on unpaved roads. It can involve work under all kinds of weather conditions and the incumbent is subject to encountering poisonous insects, plants, or snakes. Field temperatures may vary from -35 degrees F to 105 degrees F. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.

Education

This position falls under the General Natural Resources Management and Biological Sciences Series, 0401 Individual Occupational Requirements (IOR) which requires that you have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, or a combination of education and experience---courses equivalent to a major, as shown above, plus appropriate experience or additional education.

This position has a positive education requirement (see qualification section for education requirements). You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
