The Program Analyst position contributes to the fulfillment of the Veterans Health Administration (VHA) mission and vision by performing data analysis and audit functions in support of the Louis A. Johnson VAMC's (LAJVAMC) Office of Integrity and Compliance (OIC). The position contributes expert analysis of risks and/or issues facing business, administrative, and sometimes clinical processes at the LAJVAMC.

Duties

MAJOR DUTIES AND RESPONSIBILITIES: Responsible for developing, analyzing, processing, and advising on auditing activities to identify areas of material weaknesses in business/clinical operations, administrative processes, and revenue cycle activities. Works with process owners to develop internal controls and audits within business and administrative services/units to ensure compliance with federal law, regulations, VHA's business rules, standards, and policies. Gathers, processes, and analyzes data and other information from VHA Medical Centers, OIG inspections, VA regulations, and other public/private sources to identify risks and/or issues and makes recommendations to the Integrity and Compliance Officer (ICO) and the Integrity and Compliance Committee (ICC). Research topics/subjects related to OIC practices from multiple sources and then prepare policies, procedures, and briefings for the ICO, ICC, and/or other management officials. Provides qualitative and quantitative analysis and management for the effectiveness, efficiency, and productivity of OIC programs in meeting goals and objectives. Converts qualitative data into quantitative data to further analyze for priorities, costs, and impacts of each assigned area. Applies these analytical techniques to raw data gathered from VA systems such as CPRS, VistA, VSSC, etc. and produces detailed reports used for making improvements to the revenue cycle/business operations. Preparing presentations to relay program changes, growth, and possible future short falls to upper management and facility staff. Performs data mining and analysis, while reporting on program development for designated content areas and facility assignments using information obtained from local, VISN, and national databases. Work Schedule: Monday - Friday, 8:00am - 4:30pm. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Auditing and/or data analysis; Effectively communicating within and/or without the organization, both orally and in writing, to staff above and below their rank; and Researching and/or applying policies, procedures, laws, or standards to address problems, inquiries, or in performing analysis. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond gradute level. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. There may be some walking, bending, standing, and carrying of light items such as papers and books. Coordination and participation in meetings and other activities requires presence in a variety of in-house and off station areas and facilities. Travel by air and automobile may also be required.
