About the Position: Serves as a Facility Maintenance and Management Specialist performing surveillance, coordination, operation, termination, and maintenance of physical facilities, infrastructure, utilities, and grounds for all of Rivers Project to include the 4 locks and dams, 110,000 acres of project lands, levees, closure structures, the National Great Rivers Museum, Rivers Project Office, Riverlands Migratory Bird Sanctuary Orientation Center and Service Base support structures.

Duties

Exercises direct and indirect interactions with contractor operations and maintenance which consists of a wide range of skilled trades and technical support including electrical, earthwork, and mechanical trades. Determines Quality Assurance necessary to monitor contractor obligations to the government and ensures Quality Control of contracts at project lands and facilities. Identifies the need for service, supply, and construction contracts where feasible and in collaboration with other district elements advises on the costs, advantages, or disadvantages involved. Coordinates with appropriate offices in preparation of technical and general scopes of work to be contracted, plans and specifications for performance of work, estimates of time, materials, equipment and costs, etc. Solicits bids and quotations for performance of work within authorized limits, evaluate bidders capability to perform work, and recommends acceptance or rejections of bids. Develops, coordinates, and manages a variety of projects, including (but not limited to) maintenance and repair, rehabilitation, and service projects from inception to completion.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Minimum Qualifications for the GS-12: Specialized Experience: One year of specialized experience which includes ensuring facility and/or equipment requirements are met; developing a budget and/or a safety program; and administering operations, maintenance, and/or service contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
