Duties

The primary purpose of this position is: To serve as a Global Force Management Specialist providing U.S. Space Command senior leadership with insight, mission expertise, risk management analysis, and force allocation recommendations affecting command mission to deter aggression and conflict, defend U.S. and allied freedom of action, and deliver space combat power for the Joint/Combined force. Manages and administers U.S. Space Command's Global Force Management (GFM) process providing support on issues related to the global availability of forces, risk, and impact of proposed force changes on command forces and capabilities. Develops, reviews, and/or interprets command and national-level strategic guidance to ensure a full range of options and capabilities are available to support assigned missions and/or forces assigned to other combatant commands. Develop and recommend force assignment change requests, update apportionment tables, and manage Directed Readiness Tables IAW national, OSD, and Joint Staff guidance.

Qualifications

Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the USSPACECOM, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing, safety mishap, or accident testing. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. Incumbent is subject to uncommon tour of duty hours to include proficiency shifts, rotating shifts, nights, weekends, and holidays on an infrequent basis. Extended shift work (12 hours), and off-duty hours on-call, particularly during Command exercises, special events, and emergencies. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems (may have been obtained in the military, public or private sectors) . Examples of specialized experience includes: Mastery of military command structure (i.e., the DoD, Joint Staff, Combatant Commands, and the Interagency Community), missions, programs, organizational relationships, program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual event, to develop and implement command-wide policies, programs, procedures, and strategies for Global Force Management (e.g., Adversary Globally Integrated Plans, Apportionment Tables, Request for Forces, Time-Phased Force Deployment Data (TPFDD) requirements development, Geographic Combatant Command reviews, etc.). Mastery of the Joint Staff Global Force Management (GFM) process, complex analytical and evaluative methods, and broad study techniques sufficient to lead studies of the efficiency and effectiveness of command GFM operations; to improve critical command plans and readiness for conducting major operations such as war, mobilization, mission, and deterrence operations; and to develop and apply new approaches and dynamic recommendations to assigned portions of broad, important, and severe command operational and contingency areas and the operationalizing of USSPACECOM forces. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically. Knowledge at an expert level of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of Global Force Management programs and the resolution of problems. Knowledge of the forces and resources required to accomplish a wide variety of military operations, contingencies, exercises, and other missions sufficient to direct force readiness, posture forces against strategic priorities, provide planning guidance and assessments, and to present recommendations to OSD regarding balancing the risks to the force, missions, and potential future operations in support of National Defense Strategy (NDS) resources decisions. Knowledge of organizational structures, missions, objectives, operating programs, key positions, and of OSD and Joint Staff GFM policies and procedures across a major military command or comparable organization to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods. Knowledge of U.S. National Policy (e.g., National Security Strategy, National Military Strategy, Unified Command Plan, Joint Strategic Capabilities Plan, Unified Action Armed Forces) and other applicable national plans and policy documents, as well as understanding of the military force capabilities and functions. Skill in communicating, both orally and in writing, to provide seasoned consulting to senior officials and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
