Duties

Advise contracting officers, technical personnel, program managers and acquisition teams during the early phase of the acquisition development cycle. Review proposed actions for the procurement of various major program requirements and specialized service requirements for the command. Provide guidance and support to command elements to ensure procurement consideration is given to the full range of small business program categories. Explain requirements of small business matters pertaining to the command’s procurement effort. Conduct surveillance of the acquisition program by monitoring data on proposed procurements. Provide support to Command elements for full range of small business program categories. Recommend ways and means of using small businesses of all socio-economic categories as cost-effective alternatives to be considered for acquisition of products and services. Perform a variety of program administration, policy development/interpretation, and consensus building functions with other staff analysts. Review prime contractors’ small business subcontracting plans for compliance.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational Contract Certification within 36 months of entrance on duty.
  • Must file financial statement.
  • Incumbent will act as Alternate Custodian of classified material for the Office of Small Business Programs (OSBP).
  • This position requires the Small Business Credential for Small Business Professionals (SBPs) as outlined in the Office of Small Business Programs memo dated 29 Sep 2022.

OR A current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before 30 September 2000. AND SPECIALIZED EXPERIENCE To qualify based on your experience, your resume must describe at least at least four (4) years of experience in contracting or related positions, with at least one (1) year of specialized experience equivalent to the GS-12 grade level in the Federal service, or an equivalent occupational specialty in the armed forces. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: Utilize acquisition processes to translate budgetary requirements into contracts; Provide customer service to obtain compliance with small business policies; Communicate with senior leaders to resolve complex issue regarding acquisition policy and/or regulations. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Contracting/ProcurementCustomer ServiceInfluencing/NegotiatingManages and Organizes Information Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
