The primary purpose of this position is to directly support the department leadership by preparing and/or independently composing recurring and nonrecurring correspondence reports and other documents from a variety of sources.

Duties

DU-0318-3 SECRETARY (OFFICE AUTOMATION) Screens incoming mail to identify what need to be brought to the attention of the supervisor, referred to the appropriate staff, rerouted to other organizations/offices, or handled personally. Receives telephone calls, greets visitors, and ascertains the nature of the calls or visits. Coordinates visits, including base access, receiving visitors, and generation of agendas/meetings. Bases upon detailed knowledge of the organization and its programs/operations, determines appropriate action. Notes/follows-up on commitments made at meetings/conferences by staff members, and maintain calendars of department leadership, coordinates meeting arrangements, and schedules meetings and/or conferences. Accurately and consistently performs clerical/administrative work in support of the office/organization. Provides advice/guidance to staff in subordinate organizations on administrative/clerical/procedural requirements/instructions.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade DU-02 (GS-06) level or equivalent in other pay systems. Specialized experience includes proven proficient experience with wide variety of office automation tools (word processing, spreadsheet, presentation, files management, email, travel management programs, time and attendance, etc.), calendar management, and professional communication skills (spoken and written) in a professional organization for senior leader personnel. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. TYPING REQUIREMENT: In addition to meeting the Specialized Experience requirement, to qualify for this position you must also be able to type 40 words per minute. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the DU-02/GS-06 level is required to meet the time-in-grade requirements for the DU-03/GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Documents information, concepts, and ideas in a clear, concise, well organized, accurate and timely manner. Develops and prepares correspondence and other documentation such as formal letters, position papers, reports, staff studies, staff summary packages, and briefings for the Commander as required. Maintains suspense records on correspondence and action documents and follows up to ensure a timely reply or action. Documents and logs minutes from wing staff meetings, reviews and other meetings as required. Answers phone calls and direct phone calls to appropriate personnel to serve internal and external customers. Communicates orally with diverse groups of people while demonstrating diplomacy and tact. Interacts with technical and professional contractors, research and development organizations, and/or academia on topics related to 711 HPW activities. Actively listens to co-worker/teammate questions, ideas, and concerns and considers diverse viewpoints, clarifies information, and adjusts actions and behaviors as needed. Resolves issues involving uncertainty, rapidly changing factors, and competing requirements. Recommends solutions to problems with measurable corrective actions to management. Resolves issues with conflicting guidance and regulations to increase employee productivity and program compliance. Identifies and analyzes problems and distinguishes between relevant and irrelevant information to make logical judgments. Makes improvements, solves problems, and/or takes corrective action when problems arise in the areas of office management supporting the Wing Commander/Director. Develops and maintains professional relationships with others by exhibiting traits such as understanding, friendliness, courtesy, tact, empathy, concern, politeness, etc. Develops and maintains professional relationships with others by effectively dealing with individuals who are difficult, hostile, or distressed. Cultivates a professional, respectful environment of cooperation, cohesion and teamwork that promotes the expression of contrary views. Collaborates with personnel from other technical areas of an organization to accomplish work related activities. Identifies the internal and external politics that impact the work of the organization. Gains cooperation from others to obtain information and accomplish goals. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
