Duties

Serving as a Facility Operations Specialist GS-1640-11/12 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is within the Facilities Operations Branch (FOB), Facilities Management Division (FMD), under the Mission and Readiness Support Directorate (MRSD) and located in Glynco, Georgia. The primary purpose of this position is responsible for the planning, oversight, and coordination of facilities maintenance, repair, and improvement activities of utility systems to support law enforcement training programs executed within facilities and for ensuring mechanical and electrical systems procured and/or maintained are optimal for FLETC physical plant operations enterprise wide.   • This position is designated as Emergency Essential. You will be required to sustain FLETC operations in the event of a localized situation, such as inclement weather, interruptions to power, or dismissal or closure of DHS operations or services.
  • This position participates in FLETC’s Continuity of Operations Program. You are responsible for ensuring little or no disruption to the FLETC Mission Essential or Primary Mission Essential Functions in the event of an emergency.
  • You may be required to work weekends and federal holidays.
  • Shift work may be required.
  • Overtime work may be required.
  • Occasional travel may be required.
  • This position is eligible for situational-only telework based on agency policy.

Selective Placement Factor: In order to be considered for this position you must possess the Federal Acquisition Certification - Contracting Officer Representative (FAC-COR) Level II certification or possess the requisite training/experience to obtain and maintain this certification. Please include a copy of your FAC-COR Level II certification or provide a list of the required training/experience needed to obtain this certification. Specialized Experience: In addition to the screen-out, for the GS-11 grade level, you must possess one of the following: One year of specialized experience equivalent to at least the GS-09 level, assisting/overseeing in administering all phases of the Roads and Grounds program that includes ammunition/ordnance storage areas; roads and parking areas; fences and gates; drainage structures and drainage systems and all lawn maintenance and landscaping operations, with responsibility for monitoring, adjusting, controlling, and reporting on the status of facilities operations and moving forward with corrective actions, identifying appropriate level of repair required to be performed. OR Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. degree or LL.M. Education must be directly related to the work of the position to be filled. Copy of transcripts is required.; OR An equivalent combination of the specialized experience and graduate education. Only graduate education beyond the first 36 semester hours will be combined with the specialized experience. Copy of transcripts is required. Copy of transcripts is required. In addition to the screen-out, for the GS-12 grade level, you must possess the following: One year of specialized experience equivalent to the GS-11 grade level administering all phases of a Roads and Grounds program that includes ammunition/ordnance storage areas; roads and parking areas; fences and gates; drainage structures and drainage systems and all lawn maintenance and landscaping operations. Responsibilities include monitoring, adjusting, controlling, and reporting on the status of facilities operations and moving forward with corrective actions, identifying appropriate level of repair required and considers such items as: method of accomplishment; manpower, equipment, tools, and skill levels available to be performed and determining if the level of repair work can be performed internally or outsourced for contract work? In addition, must have experience performing in-progress and final technical inspections of work to ensure that workmanship and material are satisfactory. All requirements must be met by the closing date of the announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
