This position is located in the Department of Veterans Affairs (VA), Mid Atlantic Health Care Network (VISN 6), Health Benefits Unit (HBU). The incumbent will serve as the Lead MSA in the HBU and will be responsible for overseeing and coordinating the administrative activities and responsibilities of the MSA's and Advanced MSA's under their leadership.

Duties

Duties include but are not limited to: Provides guidance and technical direction for accomplishing the work of the unit or team. Ensures the work assignments of employees in the unit are carried out. Distributes and balances workload and task among employees in accordance with established workflow and/or job specialization. Monitors the status and progress of work and makes day-to-day adjustments in accordance with established guidelines. Maintains a current knowledge and answers questions of other employees' procedures, policies and directives. Gives on the job training to new employees in accordance with established procedures and practices. Serves as a public relations and customer service representative to patients, patient's families, and the general public concerning medical services and benefits. Provides advisory and technical assistance to the administrative staff in the HBU in determining enrollment for health care. Researches problems and/or reviews issues and requests related to information regarding provisions for medical care and third party health insurance by clarifying a range of issues, and evaluating the need for additional information. Incumbent monitors enrolled patient database information on a regular basis (at a minimum, annually) to perform updates to health insurance data, income assessments for the Means Test and Pharmacy Co-pay Exemption programs as mandated by law. Provides training and orientation for newly assigned personnel and/or the implementation of newly assigned task. Participate in the daily huddles, weekly, monthly meetings where patient care planning and management occurs. Performs other related duties as assigned. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j. Experience: Six months experience of clerical, office, [customer service], or other [administrative] work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR, Education. One year above high school; OR, Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. Grade Determinations: Lead Medical Support Assistant, GS-7 Experience: One year of experience equivalent to the GS-6 grade level. Perform Assignment. The Lead MSA is responsible for the coordination of Advanced MSA assignments and workflow found in an interdisciplinary unit. The Lead MSA is responsible for daily workload assessments, assigning work, and assuring proper staffing coverage; evaluating training records; and determining training needs of MSAs to provide support across interdisciplinary settings. The Lead assists the unit with complex and non-standard procedures, including clinical flow processes related to access to care across multiple clinics, specialties, and/or community resources. Assignments at this level include but are not limited to: ensuring accurate and timely scheduling of appointments; providing guidance to staff members, to include changes in policies and procedures; creating and maintaining employee work schedules; and acting as a liaison among Advanced MSA staff, patients, and other interdisciplinary staff to resolve day-to-day conflicts. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. AND Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate [all of] the KSAs below: i. Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community resources. ii. Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting. iii. Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines. iv. Skill in communicating with individuals to obtain the desired effect and coordinating with a variety of interdisciplinary care team staff. v. Ability to provide staff development and training. Physical Requirements: Position requires visual acuity, adequate auditory perception, clear distinctive speech, and manual dexterity. Position requires extended periods of sitting. The position may require some bending and carrying of items. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations and able to shift priorities based on patient needs. Must meet Employee Health mandates as a condition of employment.
