The primary purpose of this position is to serve as an Acquisition Program/Project Manager, directing or supporting the activities of a DoD funded acquisition effort. *Due to the level of the position, the ideal candidate would have at a minimum, 1 year (52 weeks) experience at the GS-14/NH-04 level (or equivalent).

Duties

1. Leads, manages, directs or is responsible for activities either directly, or in support of DoD funded acquisition efforts. Directs and coordinates the collective efforts of a multi-disciplined staff of military, civilian, and/or contractors assigned to a program. 2. Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. 3. Delivers presentations on program status, accomplishments, problems/analysis/solutions, requirements for support and promotion of program objectives to senior military officers and civilians in other program offices, or the command and with using supporting commands. 4. Represents the program office at higher levels within the organization and contractor organizations. Establishes, develops, and maintains effective working relationships with other coordinating members, offices, or organizations within the AF or DoD arena and/or with outside organizations or companies. 5. Works in conjunction with the contracting officer to approve terms and conditions set forth in contract negotiations, contracting plans, budgets, and changes to the scope of work to be done by the contractor.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Business and Industry Series, 1101. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: The selectee must meet, or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in performing acquisition work in one or more of the following acquisition career categories: planning, organizing, and directing various functions and staff of an organization to achieve overall mission goals and objectives, meet customer needs, and ensure compliance with legal and regulatory requirements including Assessing and managing the schedule, and technical performance progress of assigned projects or programs through the required phases of the acquisition cycle; AND Developing and implementing program controls; AND Planning, organizing, and coordinating activities related to contracting, engineering, testing, and logistics; AND Reviewing and directing the progress of applicable contracts in meeting program objectives; AND Preparing briefings, studies, and other analyses for presentation to management officials and stakeholders. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process. 4. Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, and manufacturing. 5. Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and non-supervisory employees. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
