Duties

As a MANAGEMENT ANALYST (BUSINESS OPERATIONS) at the GS-0343-13/14 some of your typical work assignments may include: Serves as principal advisor to the OB Directorate Chief of Staff focal point for establishing guidance and enforcing standards and compliance for all programs and activities (including, but not limited to Government Purchase Card, Government Travel Card, and Defense Travel System). Manages the Directorate's preparation and submission of military evaluations and awards and civilian honorary awards; assists the OB Chief of Staff with the management of the OB awards program; monitors and assists OB Department Chiefs by reviewing position description classifications and revisions for both military and civilians for accuracy. Serves as Directorate focal point for the administrative functions required to support all military/civilian personnel related actions. Administrative functions include, but are not limited to, validating requests, ensuring compliance with relevant regulations and advising supervisors and OB leadership of appropriateness of the request. Manages all Directorate management/organizational change requests (MCRs/OCRs) and ensuring requests are aligned and support the OB Director's intent and objectives. Incumbent conducts analysis to identify and address a wide variety of internal and external complex business management issues that interfere with and effect administrative services, human resources, budgetary, operational, or policy matters which significantly impact the Directorate. Incumbent determines the facts, defines issues, and recommends courses of actions to the OB Director, OB Deputy Director, and OB Chief of Staff. Participates in, and provides analysis, evaluation, development, and execution in cross-directorate projects to include the follow-up on actions resulting from planning meetings or programmatic events; monitors activities or actions of the Directorate operations and keeps the OB Directorate leadership properly informed of the highest priority items; ensures the other appropriate individuals are aware of actions requiring their attention and follows up to ensure actions are properly completed, and products developed by the Directorate meet standards for timeliness, accuracy, and impact.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Experience performing internal review and analysis assignments of significant complexity; Experience analyzing, reviewing, and evaluating OB Directorate internal procedures and policies; Experience with communicating both orally and in writing and skill in dealing with managers and supervisors to develop presentations and reports, establish internal policies and procedure, and briefings for senior leadership. You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Experience understanding and interpreting regulations, policies, and requirements of civilian and military awards and decorations and personnel systems such as FMTS, Army EES, Air Force myEval, and Marine OnLine (MOL); Experience in the application of fact-finding and investigative techniques and process improvements in order to develop management policies and guidelines for mandatory Agency programs such as records management, security, etc. as necessary; Experience with data analysis methods and techniques, with the ability to recommend those suitable for producing detailed evaluations and clear findings; Experience advising and briefing high ranking officers and civilians on a variety of issues, from routine requests to high priority taskers, and organizational issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
