Duties

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior level managerial capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications (MTQs) below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Failure to meet basic qualification requirements and all mandatory technical qualifications listed automatically disqualifies an applicant. Specific Duties: This position is located in the Office of Acquisition and Property Management (PAM), Office of the Secretary, U.S. Department of the Interior, Washington, DC. The incumbent develops and implements and manages policies, procedures and processes to cover all aspects of the Department's acquisition, financial assistance, and other nonprocurement programs, including the special relationships required for Indian tribes. The incumbent has a primary responsibility for overseeing the processing, analyzing, and making findings and recommendations relative to procurement and nonprocurement debarment and suspension actions. The incumbent carries out the following specific responsibilities: 1.Provides leadership and oversight in the development, implementation and management of the Department's debarment and suspension program involving acquisition, financial assistance, and other nonprocurement programs with responsibility for policy, oversight, evaluation, and technical guidance. 2. Serves as the Department's technical expert on the debarment and suspension program, as well as prevention of fraud, waste and abuse associated with procurement and nonprocurement actions. Provides advice to the Senior Procurement Executive, the Associate Director-Acquisition, Office of Acquisition and Property Management, the Director, Office of Grants Management, bureau and office senior managers, the Financial Assistance Managers' Partnership, and the Acquisition Managers' Partnership. 3. Oversees the development and implementation of policies, procedures and practices, including procedures for the prompt reporting, investigation, and referral, and ensures full compliance with governmentwide regulations and legislation. Ensures the effect of proposed and final acquisition and assistance policies, procedures and regulations with procurement and other program offices within the Department and other agencies is considered. Ensures policies are consistently implemented and applied across the Department. 4. Represents the Department with other Federal agencies including participating on Federal government-wide councils and committees and ensures the Department's views are represented. Participates and represents the Department in the inter-agency council on suspension and debarments. 5. Oversees the review and analysis of cases and the preparation of determination of debarment or suspension of Federal contractors and recipients of Federal funds, and those doing business with the Government. Advises the Director/SPE and Associate Directoron appropriate courses of action. Manages the consultation and coordination of debarment and suspension actions with the Office of the Solicitor, Office of Inspector General, bureaus and offices, and other Federal agencies. 6. Directs the evaluation of and actively reviews the debarment and suspension program with respect to acquisition and nonprocurement programs to determine efficiency and effectiveness, best practices, and areas for systematic improvement or individual Bureau and Office weaknesses. Identifies opportunities to streamline processes, create improved case tracking/follow up and overall program accountability, encourage communication between program offices, and encourage active referrals. This evaluation will determine which applicants are best qualified. Total background, including experience, education, awards, self-development, and training will be reviewed. This information will be obtained from the application package, including the required Mandatory Technical Qualification narrative statement(s) described above and listed below: Expert knowledge of Federal suspension and debarment regulations and procedures as outlined in Executive Orders 12549 and 12689, Office of Management and Budget (OMB) Memorandum M-12-02, 2 CFR 180, and Federal Acquisition Regulation (FAR) Subpart 9.4. Expert knowledge of management functions, principles, practices and methods; and analytical techniques. Ability to resolve the most complex procedural problems and highly complicated or sensitive issues involving procurement and nonprocurement actions presented by units or branches of outside agencies, and Departmental offices such as the Office of the Solicitor and Office of Inspector General. Ability to assess the effectiveness of the agency's suspension and debarment program, including the adequacy of available resources, training and internal controls, and measures to address business risks and fraud, and to maintain the integrity of the agency's procurement and nonprocurement functions. Demonstrated skill in oral and written communications to develop and clearly explain suspension and debarment programs, policies, and guidance as a subject matter expert to senior officials, and effectively engage internal and external stakeholders at all levels.
