This position is a Budget Analyst, GS- 0560-13 working in West Springfield, Virginia for the R10-HQ Budget Execution Branch. The full performance level of the position is GS-13.

Duties

As a Budget Analyst your duties will include, but are not limited to, the following: Monitors, tracks, and reviews obligations, expenditures, outlays, recoveries, transfers, collections and reimbursables on assigned accounts. Identifies actions that are inconsistent with approved budgets plans and/or conditions that are under or over obligation of funds. Identifies discrepancies between budget forecasts, appropriations, obligations and actual expenditures, and analyzes budget reports to determine future needs. Utilizes OMB and Treasury databases such as MAX and CARS to process budget documents. Serves as a subject matter expert on assigned accounts including comprehensive knowledge of legislative history of mandatory appropriations and current year discretionary policy provisions.

Qualifications

Only experience and education obtained by 12/20/2023 will be considered. In order to qualify for this position you must possess the Minimum Qualification. Minimum Qualification GS-13 You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One (1) full year of specialized experience comparable in scope and responsibility equivalent to grade GS-12 in the Federal service. Experience may include: Identifying actions that are inconsistent with approved budget plans and/or conditions that are under or over obligation of funds; developing reports and narratives to explain the status of budget execution; and preparing a variety of recurring management reports covering the status of funds, trend analyses, obligations, and expenditures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
