Duties

This position is located within the Department of the Interior, Office of the Secretary, Assistant Secretary-Policy, Management, and Budget, Office of Human Capital, Division of Strategic Human Capital Initiatives, Strategic Human Capital Planning and Evaluation Branch, Washington, DC. This position is being advertised as both location negotiable after selection and with a duty station(s) of Washington, DC with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based on your home address and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval. At the full performance level GS-15 the major duties of this position include, but are not limited to the following: 1) Serves as a subject matter expert and supervises a team who conducts automated/virtual accountability and evaluation activities and participates in human capital audits and evaluation of human capital programs for the Department's bureau's human resources operations. 2) Conducts analytical, fact-finding projects to assess the effectiveness of programmatic human capital/human resources activities and analyzes human capital data and trends to inform broader human capital accountability and evaluation decisions. 3) Ensures the Department has an established Accountability/Evaluation program which assesses for efficiency and effectiveness of human capital activities and program results and are compliant with Federal laws and regulations. 4) Oversees and finalizes strategic executive summary reports that identify human capital/human resources (HC/HR) findings with significant impacts to HC/HR program and operations and provides expert program guidance, advisory opinions, comments on OPM policy issuances, and other written guidance to bureaus. 5) Performs the full range of administrative supervisory duties for a branch to include planning and assigning work; establishment of performance standards, monitoring accomplishments, and recommending awards; approving travel, leave, and work schedules; mentoring, coaching, and team building. Selective Placement Factor: Incumbent must possess and maintain Delegated Examining Certification. Proof of certification required with application. If nearing expiration date you will be required to re-certify within a reasonable amount of time so that a lapse in certification does not occur. Salary Information for Washington, DC: GS-15: $155,700 - $183,200 Remote Duty Location Salary Information: Pay will be set according to selectee's geographic area. First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. The Office of the Secretary has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying. Specialized Experience: To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to at least the GS-14 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) developing project plans to accomplish program activities; 2) analyzing data to identify trends and make recommendations for program improvements; and 3) supervising or leading a diverse team of professionals to meet project milestones and objectives.
