This position is located in the Veteran Transportation Service (VTS) with in the Patient Administrative Service at the Oscar G. Johnson VAMC, Iron Mountain, MI, a complexity level 3 facility. The primary purpose of this position is to manage all VTS and Beneficiary Travel (BT) Program activities, including patient transport, Special Mode Travel (SMT), mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation.

Duties

This position is under the Associate Director and the direct supervisor will be the Patient Administrative Service Chief. The primary purpose of this position is to manage all VTS and BT Program activities, including patient transport, Special Mode Travel (SMT), mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation. The position also supervises/ensures the VTS and BT processes comply with regulatory guidance, while assuring program effectiveness. The incumbent also serves as the primary POC and responsible party for BT IPERA audit processes and documentation. Incumbent serves as the Contracting Officer Representative for all transportation contracts, including common carrier, Special Mode, ambulance and air ambulance. The incumbent assures and oversees the scheduling of routine, urgent and emergent transportation for Veterans, matters related to resource allocation, program development, supervision, Fund Control Point management, inter-service collaboration, community resource development with internal and external collaboration and analytical assessments, including managing the BT Behavior/Audit processes/policies/ remediation/reporting. The incumbent is also responsible for working with state Veterans and Transportation Agencies and local transportation providers to establish expanded transportation networks to improve Veterans access to care. Manages the VTP Program at the facility and VTS Drivers/Motor Vehicle Operators provide safe and reliable transportation to Veterans who require assistance traveling to and from VA health care facilities and authorized non-VA health care appointments within the Medical Center's catchment area. Manages demand against available resources to increase access to medical care through the Medical Centers organic transportation resources. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The incumbent manages the Medical Center's Veterans Transportation Program services under the AD within the VAMC by planning, developing, evaluating, marketing and directing key administrative activities in multiple programs related to transportation system for Veterans, active duty service members, Caregivers and others in metropolitan and rural/remote rural areas, especially those which are disabled, frail, elderly or receiving life dependent treatments (dialysis, chemo therapy, radiation therapy, etc.). Incumbent works closely and routinely with other services within the Medical Center, including, but not limited to: Business Office (HAS); Fleet Management; Medicine Service; Social Work Service; Nursing; Voluntary Service; Primary Care, Mental Health, Homeless and Rehabilitation. The Mobility Manager acts as the Subject Matter Expert (SME) advisor to Senior Medical Center Executive Leadership and managers and the Veterans Transportation Program regarding VHA directives, policy, Medical Center Memorandums, and Standard Operating Procedures to assure efficiency and customer satisfaction, including scheduling of activities, daily monitoring of the operations of the programs measuring outcome of services provided by reviewing and analyzing data, making recommendations for improved transportation efficiencies and effectiveness, reviewing patient satisfaction surveys, performance measures and operational costs. The position assures and manages all patient transportation matters at the Medical Center and in collaboration with the VISN level to ensure policy and protocols are routinely followed. The incumbent ensures that the VTP Regulations are applied to all patient transportation performed by VA paid staff, with the exception of incidental transports performed by VHA clinical staff in the normal delivery of the routine clinical services. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develops, analyzes, evaluates, advises on, or improves the effectiveness of work methods and procedures, manpower utilization, distribution of work assignments, delegation of authority, management controls, information and documentation systems, and similar functions of management. Assures scheduling, utilization; Beneficiary Travel and Special Mode Transportation policy and Procedure Guides and administrative tasks of the Veterans Transportation Program. Develops the knowledge and demonstrates the skills to function the beneficiary/patient transportation expert at the Medical Center level on matters concerning Veteran/patient transportation. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related?
