The primary purpose of this position is to serve as the Senior Military Strategy and Concepts Development Analyst for the LeMay Center for Doctrine Development and Education.

Duties

Research, solicit, develop, organize, and coordinate resources across a network of academic and civilian industry experts to support Department of the Air Force strategy, concepts, and doctrine development. Conduct and lead complex scholarly (primarily non-scientific) research studies and analyses; lead, facilitate, and participate in design, systems, and innovation thinking workshops and groups to discover root causes and potential solutions; and evaluate and present divergent opinions affecting significant national security and DAF air, space, and cyber power doctrine, strategy, and concepts of operations. Represent the LeMay Center with a variety of functional area organizations throughout the Department of the Air Force. Write detailed scholarly (primarily non-scientific) research papers, briefings/presentations; and other materials to support or critique strategies, concepts, doctrine, and the results of studies, research, and collaborations.

  • This position requires a Special Sensitive security clearance with access to Sensitive Compartmented Information (SCI)
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
  • An advanced academic degree (thesis-required) in a relevant field/field of study (History, Military Art/Science, International Relations, Political Science, Leadership, Business, Ops Research, Strategic Foresight, Futures, etc.) (Cont.)
  • (Cont.) consisting of appropriate course work providing knowledge, expertise, and writing experience is highly desired with a demonstrated record reflecting these qualifications.
  • Familiarity with AU research procedures, schools, and corporate processes is highly desirable.
  • Demonstrated experience communicating with senior military officials or civilian dignitaries is highly desired
  • TRAVEL AND RELOCATION EXPENSES WILL NOT BE PAID

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes (1) comprehensive knowledge of DAF air, space, and cyber power doctrine, strategy, and operations, including military and air power history and current issues of interest to USAF leadership and the national defense community; (2) knowledge of the organization and functions of USAF, USSF, OSD, the Joint Staff, and the other Military Services; (3) knowledge of U.S. national security policy-making architecture and the coordination process, and the ability to interact effectively within the U.S. national defense community. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of strategy, concepts, principles, operations, laws, regulations, programs, and practices specifically focusing on US defense policy, national security affairs, and Air Force policy, doctrine, and history. 2. Skill and ability to utilize a variety of design thinking, systems thinking, and innovation models and techniques to analyze complex problems dealing with current, emerging, and future air, space, national security, and international relations issues, and suggest and advise on innovative strategic and conceptual recommendations/options. 3. Skill and ability to utilize a variety of scholarly (non-scientific) research techniques to analyze and synthesize difficult and complex national security, air, and space power issues, and propose doctrinal sound recommendations to high-level AF and DoD agencies. 4. Ability to effectively communicate in writing, author and edit, for academic and professional journals, government reports, and doctrinal publications intended for various audiences. 5. Ability to effectively communicate orally, and work with various audiences to included flag officers/SES/senior officials, international and domestic dignitaries, academicians, contractors, military of all ranks, and all grades of civilian servants. 6. Ability to lead and coordinate the planning and performance of diverse teams that may consist of military, academia, and industry/contractors in the execution of organizational and HHQ programs, policies, and processes. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
