This position is located in the Corporate Compliance Section of Office of the Director at VA West Texas Healthcare System - George H. O'Brien Jr. VA Medical Center in Big Spring, TX. The Program Analyst will perform duties related to the compliance and integrity of business functions that impact Veterans, to include Compliance & Business Integrity (CBI) education and training, CBI committee, risk assessment, internal reporting/communications, auditing and monitoring, investigation and response.

Major duties and responsibilities include but not limited to: Performing analytical and evaluative work associated with the Compliance Program activities as well as the extraction and collection of the data for analysis Providing quantitative and qualitative analysis of the elements of the Revenue Cycle and other compliance areas as directed Responsible for the quality program and compliance monitoring program implementation, development and indicators designed to prevent erroneous transactions and ineffective work practices Identifying needs, potential problems, and developing actionable recommendations by working closely with compliance and other health care system staff Responsible for the extraction and collection of data in the preparation for the review and assessment of all administrative and front-end revenue programs Acting as an advisor to the Corporate Compliance Section Chief and other senior management on all aspects of administrative programs including front end revenue, health information management, hospital administration, ambulatory care and administrative medicine Maintaining collaborative working relationships with the clinical and administrative services and other key stakeholders in the Health Care System including Business Services, Fiscal Service, Mid-South Consolidated Patient Accounts Center, Medical Staff, Regional Counsel, and Executive Leadership Assisting in the development and implementation of regular effective education and training for all Health Care System employees on issues relating to the VHA IC awareness Coordinating recurring and nonrecurring VHA, VISN and facility activities in regard to IC audits and monitors Advising and assisting the Corporate Compliance Section Chief as to the status of program activities and any problems that exist Developing programs and data bases to ensure that compliance program provisions are planned, developed and implemented Developing reporting procedures, sampling techniques, and measurements at various points of the front end revenue program or business cycle to identify problem areas or inherent weaknesses in work processes, procedures, information systems and content Performing in depth analysis of stable work processes or service delivery practices to identify reasonable and efficient quality measurements tailored to the activity Investigating and analyzing adverse quality trends or conditions and recommends corrective action Consulting with technical experts to examine and analyze unusual or problem situations indicated by changes in program quality indicators and new program directives Designing studies, training programs and organizational strategies for identifying opportunities to improve performance and ensure adequate internal controls are in-place Analyzing key steps in transaction process or business practice to identify potential material weaknesses. Qualifications

Minimum Requirement: The following are minimum requirements for appointment as a Program Analyst in the Veterans Health Administration (VHA), which all applicants must met. Specialized Experience (GS-09): You must have one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (i.e., GS-07) in the normal line of progression for the occupation in the organization. Qualifying examples of specialized experience would typically include but are not limited to: assisting with developing studies or projects regarding healthcare delivery system and assisting; assisting with evaluating health care delivery system business practices; and applying analytical and evaluative methods and techniques concerning the efficiency and effectiveness of healthcare delivery system. (CLEAR DETAILS OF EXPERIENCE REQUIRED: Your resume must show complete information for each job entry, such as beginning and ending dates of employment, duties performed, and/or total hours worked per week.) OR Education (GS-09): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR Combination (GS-09): Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education, as described above. Only graduate education in excess of the amount required for the next lower grade level (i.e., 1 full year of graduate level education) may be used to qualify applicants for positions at grade GS-09. You will be rated on the following Competencies as part of the assessment questionnaire for this position: AuditingCommunicationsPartneringPlanning and EvaluatingReasoning IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work involves intense concentration and relatively long periods of sitting with some walking. Training involves interactions with coders, CPAC staff, medical staff and others as appropriate. Work is generally sedentary, working predominately with the computer, but standing, bending, walking and carrying of lightweight items such as reports and manuals are required.
