You will serve as a FINANCIAL MANAGEMENT ANALYST in the Naval Acquisition Career Center (NACC) of NAVAL ACQUISITION CAREER CENTER.

Duties

You will perform or advise on work in any of the phases or systems of budget administration. You will formulate, present and defend budgets and budget estimates, review and evaluate budget requests, and control and report obligations and expenditures. You will develop, determine and interpret budgetary policies and practices. You will analyze and recommend costs and benefits of alternative methods of financial management of organizational programs and administrative operations. You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities. You will assist in the performance of functions such as formulating budgets and estimates to support plans, programs and activities, reviewing and evaluating budget requests, and the control and reporting of obligations and expenditures. You will perform limited studies and assist senior analysts with full scale studies. You will research guides to locate accounting, budgetary and financial information, and prepare summaries for use by senior analysts. You will prepare preliminary budget estimates, financial reviews, etc. for programs or program support activities.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain a SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Presenting and defending budget estimates in accordance with budgetary policies and practices; Advising on budgetary policies, precedents, procedures, and regulations; Utilizing financial management systems; AND Analyzing and recommending cost-benefits of alternative methods of the organization's financial programs and administrative operations. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Formulating budget and cost estimates to support plans, programs and activities; Reviewing and evaluating budget requests; Assisting with performing managerial or administrative work in connection with Federal accounting systems; Utilizing Microsoft Word, Excel, and Powerpoint, to prepare reports, charts, and presentations; AND Controlling and reporting obligations and expenditures. GS-11: In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on equivalent combination of education and experience, as follows:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

GS-09: In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on equivalent combination of education and experience, as follows:

Master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related
