Duties

Develops policy and procedure for operations at fourteen Installation Access Control Points, two Installation Visitor Centers and a Vehicle/Weapons Registration Office. Conducts extensive work with other Federal, State, local, and private organizations or activities, that requires the employee to represent and explain program or project goals, or to coordinate and complete projects. Manages implementation and use of the Automated Installation Entry (AIE) Program. Plans work to be accomplished by subordinate supervisors. Sets and adjusts short-term priorities and prepares schedules for completion of work. Gives advice, counsels, or instructs employees on both work and administrative matters. Identifies developmental and training needs of employees and provides, or arranges for, needed development and training. Makes adjustments to security procedures as needed to address local and regional changes in the threat level. Develops, directs, and oversees the implementation of special procedures which maintain an acceptable level of security while allowing large numbers of civilian personnel access to the installation during large scale events.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain a Secret Clearance.
  • Appointment to this position may be subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • Must obtain the Security Fundamentals Professional Certification (SFPC) within the first two years of employment.
  • Must have a valid states driver's license.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position in an Intelligence related field of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Oral CommunicationPhysical SecuritySecurityWeb Technology Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
