This position is located in the Washington, DC Commuting Area, in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave, NW, Washington, DC, within the Bureau for Inclusive Growth, Partnerships and Innovation (IPI), at the U.S. Agency for International Development (USAID).

Duties

Serves as the Deputy Director for the Technology Division and supervises a group of employees performing work at the GS-15 level and below; Provides administrative and technical supervision for accomplishing the work of the Division. Serves as an Agency technical expert and coordinator on digital technology for international development activities, providing intellectual leadership and generating policy recommendations, interventions, and Agency mechanisms. Connects people, tools, and resources across the Agency, the interagency and the broader global development landscape to leverage USAID’s interdisciplinary technical areas, expertise, and influence to enhance development impact. Encourages creativity and innovation to help ensure that the Division’s teams consider the principles of self-reliance, resource leveraging, and broadening the partner base from strategy through to activities. Convenes private sector and development partners to identify and share related technical approaches, successes, and challenges across different geographies and sectors. Adapts leadership style to a variety of situations and models high standards of honesty, integrity, trust, openness, inclusion, and respect for the individual by applying these values to daily behaviors.

Requirements

  • Must be able to obtain and maintain a Top Secret/SCI Security clearance.
  • Males born after 12/31/1959, must be registered with the Selective Service.
  • You may be required to serve a one-year probationary period.
  • You may be required to serve a one-year supervisory probationary period

Qualifications

ALL QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. Basic Requirement: Bachelor's or graduate/higher level degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. or Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education. or Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. Specialized Experience: GS-15: In addition to the Basic Requirements, you Must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) Developing plans, policies and structures related to digital technology; (b) Demonstrating a high level of technical expertise and understanding related to the design and implementation of digital development within the Federal Government or private sector; (c) Coordinating organizational plans and policies to accomplish cooperation efforts; AND (d) Managing multiple operational teams to lead cross-sectoral cooperation such as policy, strategic planning, human resources, administration, and travel to accomplish goals or objectives Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position.
