Duties

Assumes overall responsibility for planning, developing, managing, and leading a law enforcement program for either a front-country or backcountry district. Conducts and supervises staff in law enforcement operations for visitor and resource protection, including patrol by vehicle, snowmobile, foot, horse, and boat. Cites, apprehends, detains, and/or transports violators. Investigates and prosecutes crimes. Assesses skills of law enforcement personnel and ensures recurring training standards are met by all personnel. Leads fee collection, permitting, search and rescue/recovery, and emergency medical services in the park. Participates in structural and wildland fire fighting. Performs after-action reviews of major incidents to critique group and individual performance and provide feedback to improve future performance. Supports mutual aid agreements among Federal, State, and local law enforcement and emergency services organizations including non-governmental cooperators. Maintains critical and sensitive relationships with representatives of surrounding law enforcement and EMS jurisdictions. Serves on regional and national teams for law enforcement planning and training. Supervises staff spread across a large geographic area, including recruiting, hiring, and evaluation. Physical Demands: The incumbent is routinely required to perform rigorous assignments. The work requires physical exertion, such as regular and recurring long periods of standing, walking over rough, uneven, rocky surfaces; mountainous terrain; bending, crouching, stooping, stretching, reaching or similar activity; carrying of equipment weighing 50 pounds or less; recurring lifting of moderately heavy items such as fire packs, saddles, and rope bags. The work may require specific, but common, physical characteristics and abilities such as above average agility and dexterity. Duties and responsibilities require long workdays and extensive travel by all modes of transportation. Mandatory physical fitness and medical standards apply to the incumbent of this position. Work Environment: The incumbent works in a northern mountainous park with temperatures ranging from 100 degrees Fahrenheit in summer to -50 degrees Fahrenheit in winter. Snow depths during the winter may vary from two to eight feet. Elevation ranges from 5,000 to 11,000 feet above sea level. The work environment involves regular and recurring exposure to high physical/emotional stress and moderate risks or discomforts such as low temperatures, high winds, adverse weather conditions, falling limbs or trees and similar situations. Employee will be required to utilize personal protective equipment pursuant to agency and OSHA guidelines/regulation. During winter months must function in sever winter weather conditions. Travel over snow by means of skis, snowshoes, snowmobiles, and snow coach is required to access work area. Frequently must travel and work during cold weather advisories.

Qualifications

All qualifications must be met by the closing date of this announcement-12/22/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. Selective Factors: Applicants must meet ALL of the following to qualify: Must currently hold, or have held within the past 3 years, a full (Type I) NPS Law Enforcement Commission; or be qualified to receive a full NPS Type I Commission by the closing date of this announcement based upon having completed approved NPS training as outlined by policy including: The FLETC Criminal Investigator Training Program, the Natural Resource Police Training (NRPT), Land Management Police Training Program (LMPT), US Park Police Integrated (USPPI), and National Park Ranger Integrated (NPRI). - AND - Applicants must possess the following minimum qualification by close of the announcement: EXPERIENCE: Must possess at least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service, obtained in either the government or private sector, which provides the necessary knowledge, skills, and abilities to successfully perform the duties of a Park Ranger (LE) and manage an emergency medical services (EMS) and search and rescue (SAR) program. Examples of qualifying specialized experience include conducting law enforcement patrols in front- and backcountry areas; investigating crimes and citing, apprehending, detaining, and/or transporting violators; analyzing law enforcement program activities based on funding to balance objectives, amount and location of work, and type of resources needed for the program; reviewing accident reports and law enforcement, EMS, and SAR case reports to ensure compliance with policy; leading incident management teams; making recommendations to senior managers and implementing management actions through multiple organizational layers; collaborating with other federal agencies, local governments, and/or non-governmental organizations and individuals including through mutual aid agreements; contributing to and carrying out management priorities; budgeting and financial management; and human resource management including recruiting, hiring, supervising, motivating, evaluating, and disciplining staff as appropriate. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL REQUIREMENTS: If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home on occasion. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Applicants must be at least 21 years old. Must currently possess or be able to obtain a National Registry Emergency Medical Technician-Basic certification within a year of entrance on duty. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
