The Executive Assistant position serves the SES/SES-equivalent Executive Director (ED) of VHACO Logistics. Areas covered include equipment program management, business and procurement planning, consumable supply procurement, life cycle, and inventory management. Responsibilities include providing solutions to Veterans Affairs Medical Centers, Community-Based Outpatient Clinics (CBOCs) and other patient direct facilities that uses medical supplies and equipment in a safe and efficient manner.

Duties

Serves as the Executive Assistant and the key staff advisor to the VHACO Logistics Executive Director. Under very broad and general supervision, the position has direct responsibility for assisting the Director in all management matters. Is considered the organization's foremost subject matter expert on the management analysis and evaluation of the VHACO Logistics' mission, responsibilities, and functions, identifying alternatives to improve productivity or effectiveness and conserve resources, and providing managerial advice and assistance on overall requirements, policies, and challenges. Coordinates, reviews, and comments on applicable regulatory and policy guidance. Independently develops, reviews, and interprets various regulations, legislative proposals, polices and directives pertaining to resources, budget, programming, financial, business strategy, facilities, and infrastructure operations of the VHACO Logistics. Receives assignments that are very broad in scope, long term in nature and have significant VHA-wide impact. Decisions and input are recognized as authoritative. Exercises independent judgment in performing assigned duties and represents the organization at various executive level forums. Works independently in the synchronization of coordinated actions within VHA and VA as required. Daily activities are self-initiated, and the position is delegated the complete authority to plan and carryout responsibilities and major projects concerned with the analysis and evaluation of programs and operational effectiveness of the organization. Works in concert with senior management throughout VHA and VA, as well as other external agencies as necessary, seeking to establish and preserve unity of purpose in an environment of constantly changing workloads, shifting priorities, reorganizations, reshaping/reengineering, and streamlining initiatives. Develops short-and long-range organizational plans based on immediate needs and anticipated changes in workload, missions, functions, and resources. Based on extensive knowledge of program office management and its roles and responsibilities, anticipates potential problems, and recommends alternative solutions for top management action to ensure a high level of decision-making accuracy. Initiates, directs, prioritizes, expedites, and integrates taskings and requirements into effective and efficient activities within the organization's support elements and staff. Provides technical oversight, coordination, and integration of multiple functions relative to briefings, correspondence, and liaison with internal and external organizations. Plans and conducts quick reaction studies, analysis, and professional writing, providing rapid, incisive, executive level analysis and support to respond to the Executive Director's requests for independent perspective. As an advisor in strategic communication, analyzes a wide range of primary source materials to ensure the Executive Director is briefed accurately, objectively informed, and is prepared for decision-making. As Executive Director's strategic advisor, applies a working knowledge of research methodologies, coupled with a high level of expertise in technical writing and editing skills, to incorporate historical and factual analysis in support of both presentations and decision-making. Develops correspondence that communicates the Executive Director's intent on key issues; develops and maintains briefings and papers that articulate vision and direction; and, provides analysis of and recommendations on vision and strategic guidance on a variety of topics at the direction of the Executive Director. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/14/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS-13 grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13 . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive experience planning, organizing, and directing work and the ability to negotiate effectively with management at all levels to accept and implement the Procurement & Logistics Office strategies that involve substantial agency resources and/or may conflict with existing organizational norms and practices. Advanced analytical methodologies and techniques sufficient to conduct comparative studies on existing concepts and processes. Advanced management and organization principles and practices along with comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes. Demonstrated ability to maintain close liaison with user organizations and with representatives from both public and private sectors. Excellent writing skills. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
