The Supervisory Social Worker position for HUD-VASH is in Social Work service at the VA Boston Healthcare System. Main duty station is Brockton, MA. Location is flexible between Brockton, MA and Jamaica Plain, MA as supervision will be conducted at both campuses. This position is full-time at 40 hours per week.

VA Careers - Social Work: https://youtube.com/embed/enRhz_ua_UU The incumbent serves as a HUD-VASH Program supervisor for employees at the VA Boston Healthcare System in Social Work service for a wide geographical range with 3 main VA Medical Center campuses and 5 CBOCs as well as a large social work service that provides diverse services to Veterans, families, and caregivers. Services include multiple specialty care programs and VA Centers of Excellence that are highly technical and complex across the continuum of care. Services may be delivered at VA sites spanning a large geographic area. HUD-VASH Supervisors are responsible for the professional and administrative management, in a care/product line, and across multiple sites (Jamaica Plain, Causeway CBOC, Brockton). They collaborate closely with the Social Work and Health Care for Homeless Veterans Program (HCHV) administrative staff to assist with the necessary documentation and administrative responsibilities required by HUD and the various agencies and organizations involved in providing quality care to the program's recipients. Incumbent is responsible for all performance measures for the HUD-VASH Program and reports monthly statistics to the National Office. They provide professional, clinical, and administrative management of their assigned HUD-VASH team in the Social Work Service Line under the umbrella of Healthcare for Homeless Veterans Program (HCHV) and community partners. HUD-VASH teams include multi-disciplinary staff, including peer support specialists, occupational therapists, social workers, and addiction specialists, who frequently travel between sites and spend approximately half of their time in the community assisting veterans experiencing homelessness to find and retain permanent supportive housing in the community. The Supervisors facilitate relationships both internally and externally to provide comprehensive services to this highly vulnerable veteran population. Internal coordination involves connections with inpatient medical and psychiatric services, HCHV Outreach Programs, Grant and Per Diem Programs, CATCH, Veterans Justice Outreach, primary care clinics, outpatient mental health and substance abuse clinics, residential treatment programs and the CLC within the VA. Collateral partnerships include community shelters, local Continuum of Care organizations, local participating public housing authorities, emergency personnel (police, EMT/ambulance), municipal Veteran Service Officers, legal services, community nonprofits, community mental health and substance abuse providers, local Elder Services, and state agencies. Supervisor provides direct clinical and case management services to the 1200+ veterans enrolled in the program living within the VA Boston Healthcare System's catchment area. The program necessitates detailed coordination efforts with the multiple public housing authorities (Boston, Braintree, Cambridge, DHCD, Milton, Quincy, Brockton, Brookline), property managers and landlords, relevant community organization and all VA Boston HCHV staff. The incumbent assists in planning, establishing, and implementing policies and procedures; developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating, and overseeing the HUD-VASH staff to which they are assigned. They ensure that their staff comply with CARF, JCAHO and state licensure standards as well as VA-OIG expectations. Ensures that ongoing, intensive reviews and appraisals are completed to ensure the accomplishment of objectives and adherence to standards set by governing bodies. Collect and submit HUD-VASH Program participant data as outlined by HOMES evaluation procedures on a regular basis as well as in compliance with the VA, VHABHS, VISN, VACO and HUD documentation and reporting requirements. Assist other HUD-VASH supervisory and non-supervisory staff in overseeing the revision of the local HUD-VASH Handbook and formulate and implement protocols and policies for the program on an on-going basis to meet the ever-changing needs of the program's target population. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/13/2023. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found on the OHRM website. English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3f. Grade Determinations: GS-13 (Supervisory Social Worker) Experience and Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. (Must provide a copy of transcripts). Licensure/Certification: Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. (Must provide a copy of current Social Work License at the Advance practice level). Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.(c) Ability to ensure provision of clinical social work services by supervised social workers. (d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. (e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. (f) Ability to provide staff training and development. Physical Requirements: Traveling throughout the Medical Center and the community is required, as is performing activities involving sitting, walking, and standing, bending, and carrying such items as books, papers, and files. In carrying out responsibilities it may be necessary for the incumbent to travel into the community where he/she conducts interviews with the veterans, their families, representatives of community health and welfare agencies and law enforcement agencies.
