The primary purpose of this position is to be the single point of contact responsible for planning, administering, developing, and evaluating the complete training and readiness program for all military and civilian employees assigned to the Logistics Readiness Squadron.

Duties

Develops the Logistics Readiness Squadron's education and training plan Develops education and training materials and testing procedures Manages the Logistics Readiness Squadron's education and training program Conducts/manages various training courses for squadron members and customers Educates and assists functional managers and designated section/element trainers on effective education and training programs. Serves as the project manager for the Training and Education Automated Management System (TEAMS).

  • The work is primarily sedentary and performed in an office setting. Incumbent is required to stand for several hours at a time while instructing in a classroom environment.
  • Incumbent may be required to travel by regularly scheduled military or commercial aircraft in the performance of TDY.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction Series 1712. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); Supervising or administering a training program; Development or review of training/course materials, aids, devices, etc., and evaluation of training results; Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. Education must have major study in education or a subject area related to the position to be filled. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of successfully completed graduate education and experience may be used to meet total specialized experience requirements at the GS-09 level. Only graduate education in excess of the amount required for the next lower grade level may be use to qualify applicants at grades GS-09 level. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of principles, policies, and procedures of education and training programs, interviewing and counseling techniques, training techniques and instruction methods, task analysis procedures, learning process, curriculum development, training evaluations and education and training systems and products, editing practices, instructional media application, training reporting, program and curriculum validation, and implementation procedures, training program management, scheduling training events and facilities, conducting assistance visits and training meetings, work center and individual job qualification standard development, education institution registration requirements, application of communicative interpersonal skills and distance learning concepts. Knowledge of Logistics Readiness Squadron (LRS) programs and objectives, in order to develop comprehensive training programs, identify training requirements, skill upgrades, and development programs that will assist in meeting Logistics Readiness Squadron's mission objectives. Knowledge of basic budget preparation as it applies to preparing operating and capital expenditure training budgets. Knowledge of and skill in developing course materials and instructional methods, principles, and techniques in order to develop self-contained training courses, obtain training courses and resources, and assess overall effectiveness in order to meet identified training requirements. Skill in the use of automation software and related equipment. Ability to communicate both orally and in writing, with diverse populations with diverse education or vocational backgrounds. Ability to instruct training courses in a classroom seminar setting. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
