About the Position: This is a PERMANENT Workforce Development Program Specialist position with the U.S. Army Garrison Fort Jackson located at Fort Jackson, SC.

Duties

Conduct analyses to determine training and development needs. Advise personnel on requirements, resources, program objectives, and problems encountered in workforce development areas. Collaborate with officials and staff to gather data needed for human capital plan developments. Develop training plans for improving employee performance in technical, professional, managerial, administrative, and other occupations. Identify individual and organizational requirements for training. Develop organizational requirements based on studies reviewed to identify turnover, workforce dynamics, trends, and changes in the workforce.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Temporary duty travel (5% or less) away from the normal duty station.

Specialized Experience: One year of specialized experience which includes creating procedures and policies for workforce functions; developing and coordinating training plans; providing recommendations based on workforce trends; creating correspondences, reports, and memos. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Workforce Development, Business Administration, Organizational Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements. Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.
