This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

This position serves as the Mental Health Social Work Section Manager for the Mental Health Service Line at VA Northern Indiana Health Care System (VANIHCS). The Mental Health Service Line is comprised of Licensed Clinical Social Workers, Licensed Mental Health Counselors, Psychologists, Psychiatrists, Registered Nurses, Advanced Practice Registered Nurses, Peer Support Specialists, and administrative staff. Major duties and responsibilities include: Supervisory Responsibilities (50%): The Supervisory Social Worker/Mental Health Social Work Section Manager will be responsible for assigning work to their subordinate supervisors who will in turn be responsible for their supervisees within the aligned programs. These staff members are from a variety of disciplines, including Social Work and Nursing services. Additionally, the Supervisory Social Worker/Mental Health Social Work Section Manager will complete or ensure completion of performance evaluations and/or proficiencies of the staff reporting through their chain of command. The Supervisory Social Worker/Mental Health Social Work Section Manager will assist with the training of both staff aligned under them, Health. The Supervisory Social Worker/Mental Health Social Work Section Manager will work with supervisors to assist with any recommendations of awards, advancement, and disciplinary actions. The incumbent attempts to resolve complaints from employees and will refer grievances or unresolved complaints, using the proper procedures. The incumbent effectively handles minor disciplinary measures such as warning and reprimands and recommends action in more serious cases. The incumbent is knowledgeable on development and training needs/competencies of employees, and whenever possible, will assist subordinates in addressing these needs. Managerial Responsibilities (40%): The Supervisory Social Worker/Mental Health Social Work Section Manager is responsible for taking the management goals and objectives from the Chief of Mental Health, Facility Leadership, VISN Leadership, and National Leadership and translating them into coordinated work operations. The Supervisory Social Worker/Mental Health Social Work Section Manager is responsible for reviewing outcomes and developing solutions with the program coordinators when programs are not performing according to prescribed standards. This will include a significant focus on SAIL measures that are impacted by the program staff reporting to the Supervisory Social Worker/ Mental Health Social Work Section Manager. The Supervisory Social Worker/Mental Health Social Work Section Manager is responsible for collaboration with internal and external stakeholders to ensure program goals are met and that our Veterans are receiving exceptional care. They will serve on local, VISN, and National committees. Clinical Responsibilities (10%): The Supervisory Social Worker/Mental Health Social Work Section Manager will provide a full range of comprehensive psychosocial services to Veterans and their families and must possess a thorough knowledge and have experience in the use of mental health diagnoses, disabilities, and treatment procedures, including acute, chronic and traumatic illnesses. He/she must obtain and maintain his/her credentials and privileges at the VANIHCS. The Supervisory Social Worker/Mental Health Social Work Section Manager evaluates his/her practice on an on-going basis through participation in professional peer review, case conferences, research studies, or organized means. Is active in and accepts responsibility for the development and maintenance of professional standards of treatment. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: A master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Social Worker, GS-13 Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines. Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services by supervised social workers. Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. Ability to provide staff training and development. Preferred Experience: Managerial experience in a healthcare setting is preferred. The full performance level of this vacancy is GS-13. Physical Requirements: The work is primarily sedentary but may require some physical effort. The work requires travel throughout the medical center and community. The position may also require overnight travel be car or plane.
