This position will report to the Mountain-Prairie regional office in Lakewood, Colorado. The incumbent serves as a technical authority on the most complex public affairs issues within the assigned program/geographic area. These projects have broad scope and sometimes national level news coverage. This position is also open to status candidates under announcement R6-23-12231796-RM-MP. Duties

As a Public Affairs Specialist your duties will include, but are not limited to, the following: Receives oversight and guidance on delivering burau reports and information to the media on sensitive, complex, highly visible, and controversial matters, some of which may have international significance. Responds to inquiries for information and interviews from national and international wire services, television and radio networks, nationally and internationally circulated newspapers and magazines, the legal community, interest groups, consultants, and the public. Authors and produces a wide variety of agency media advisories, news releases, official statements, talking points, announcements, letters, internal memoranda, and related materials concerning assigned program areas. Attends and, as appropriate, participates in media interviews to provide support to agency official(s), provide necessary clarification or additional information as needed, and to ensure the event remains focused on the intended topic and achieves the desired goal(s). Coordinates events with headquarters management and regional and field staffs that may involve high-ranking officials from within the bureau, Department of the Interior, other Federal agencies, senior representatives from partner or stakeholder organizations including international, State, or local governments, Tribal, or industry leaders, or representatives of non-governmental organizations (NGOs).

Qualifications

Only experience and education obtained by 12/18/2023 will be considered. In order to qualify for this position you must possess both the Minimum Qualification. This vacancy will utilize a multiple hurdle assessment process to determine the qualifications of applicants. The first hurdle will consist of applicants completing an occupational questionnaire related to the major duties and competencies of the position. The second hurdle will consist of applicant resumes being reviewed by a Subject Matter Expert (SME) panel for related position competencies against a pre-determined rating schedule. This process will determine the final rating of the applicant for possible referral to the hiring official for hiring consideration. Minimum Qualification GS-12 One (1) full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service. Examples of specialized experience may include: experience in communications and outreach pertaining to natural resources or wildlife conservation; implementing natural resource or wildlife conservation related communication plans and outreach strategies to improve understanding by various audiences; responding to inquiries and interview requests from local and national media outlets (television, radio, newspapers, magazines and bloggers), interest groups, and the public; maintaining effective working relationships with representatives of the news media, and representatives of nongovernment organizations (NGO); developing integrated proactive communication strategies and outreach plans in close coordination with senior public affairs specialists on potentially controversial and sensitive matters pertaining to natural resource or wildlife conservation related topics. Minimum Qualification GS-13 One (1) full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service. Examples of specialized experience may include: experience in communications and outreach pertaining to natural resources or wildlife conservation; implementing natural resource or wildlife conservation related communication plans and outreach strategies to improve understanding by various audiences; responding to inquiries and interview requests from local and national media outlets (television, radio, newspapers, magazines and bloggers), interest groups, and the public; maintaining effective working relationships with representatives of the news media, and representatives of nongovernment organizations (NGO); developing integrated proactive communication strategies and outreach plans in close coordination with senior public affairs specialists on potentially controversial and sensitive matters pertaining to natural resource or wildlife conservation related topics. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
