The incumbent serves as a member of the top management team of the Central Alabama Veterans Health Care System (CAVHCS), including two historic VA Medical Centers (one general medical and surgical hospital and a residential hospital with acute psychiatric care) referred to as the East Campus (Tuskegee VAMC) and West Campus (Montgomery VAMC), and several Community Based Outpatient Clinics (CBOCs) located in Dothan, Alabama; Fort Novosel, Alabama; Monroeville, Alabama; and Columbus, Georgia.

Duties

MAJOR DUTIES: Coordinate the development and implementation of the budgetary, position management, space utilization and equipment management programs within the facility and has cooperative responsibility with the Director and other senior leaders for developing policy, implementing and monitoring performance improvement programs to ensue adherence to facility, CAVHCS, VA and external agencies' regulations. Coordinate with the Chief of Staff and clinical and administrative service chiefs to prepare budget proposals that reflect past expenditures and changing program priorities; and advise CAVHCS Director regarding fund shortages and necessary adjustments to ease fund shortages. Incumbent maintains an information system and implements personnel management practices that will ensure that the assigned personnel ceiling is achieved. Supervise the service level organizational leaders for Finance, Acquisition, and is responsible for the effective analysis of facility in financial capital and human capital and oversees the experts in these fields. The incumbent has full responsibility for the selection, termination, evaluation, initiation of promotion and other personnel actions regarding service chiefs in their chain of authority. Establishes and modify the organizational structures, lines of authority and supervisory controls essential to carrying out the mission of the facility and exercises full supervisory and line authority over managers, supervisors, and other staff. As a first, or higher, line supervisor, the incumbent performs a range of duties such as selecting, retaining and promoting staff; assigning, directing and reviewing work; establishing performance standards, work review and reporting requirements; rating and rewarding staff; approving leave and overtime; hearing and resolving staff complaints and grievances; investigating instances of misconduct; effecting disciplinary and adverse actions; and identifying staff training and development needs. Supervise staff directly and/or indirectly through direction are through subordinate managers and supervisors is comprised of Title 5 General Schedule employees in grades 3 through 14, Title 38 employees in grade equivalent to GS- 9 through 15, and Federal Wage System employees in grades 1 through 11. Responsible for evaluating the performance of Service chiefs and other staff, rewarding and taking disciplinary actions as appropriate. Incumbent gives advice, counsel or instructions to managers and supervisors on a variety of matters. Interviewing and selecting candidates for key subordinate positions, as well as concurring in the selections of other key employees. Participate in local community, stakeholder activities and news media events. Incumbent is called upon to speak at various functions in the absence of the Director. Many of the special events are within the medical center, for patients as well as employees. Establish organizational structures, guidelines, performance standards, work review, reporting requirements, and defines the lines of authority and supervisory controls essential for carrying out the mission of the medical center. Conduct and direct special studies and analysis of complex problems relating to manpower requirements, space and equipment utilization, organizational alignment, and other areas of concern to the Director. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/14/2023 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analytical or administrative, or clinical management or supervisory experience in the health care field. (This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities); provided a close working relationship with facility managers while providing analysis and/or coordination of administrative, clinical, or other service activities; provided guidance to staff on missions/organizations and/or program requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
