Duties

You will collaborate with business system integrators and SMEs to define project objectives, deliverables and requirements to align with Security Cooperation/Security Assistance organizational objectives, regulations, policies, and procedures. You will oversee performance, monitoring and control, and maintain accountability for product delivery within cost and schedule. You will conduct periodic project management reviews and assessments to identify areas for improvement and implement corrective actions as necessary. You will be responsible for planning and utilizing allocated fiscal and personnel resources to develop and execute programs within cost, schedule and performance criteria. You will plan work to be accomplished by subordinates, set and adjust priorities and prepare schedules for completion of work. You will serve as the program expert, technical advisor and authoritative source for maritime Security Cooperation case lifecycle modernization programs, to include Foreign Military Sales (FMS) and Building Partner Capacity (BPC).

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: ADVANCED
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position requires Program Management Advanced acquisition certification.
  • Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Experience planning or managing the implementation, update or integration of business systems modernization. 2. Experience with systems acquisition management and integrated logistics support. 3. Experience providing representation on organizational and program matters. 4. Experience giving advice, counsel, and/or instructions on technical case lifecycle and administrative matters.
