The supervisor encumbering this position manages the work of NA-125's W80-4 Life Extension program technical and program management staff in carrying out the mission as it relates to the W80-4 weapon system and represents the PADA for Stockpile Management (NA-12) and the Deputy Administrator in interactions with other agencies and with the Defense Programs site offices and the national laboratories.

Duties

As a Supervisory General Engineer/Physical Scientist (W80-4 Federal Program Manager, Director) you will: Assesses current and future capability and capacity of the NNSA weapons production complex for the W80-4 Life Extension program and recommends necessary facility and resource planning based on this information. Directs preparation of W80-4 Life Extension production and planning directives based on the Nuclear Weapons Stockpile Memorandum for implementation throughout the production complex. Provides management oversight, policy direction and guidance, and coordination of the W80-4 Life Extension portion of the Stockpile Stewardship and Management Plan. Develops program performance measures and evaluates progress. Responsible for M&O contract performance measures on specific weapon systems in concert with a formulated operating budget and provides evaluations of contractor performance against established performance measures on the assigned weapon program. Formulates effective strategies consistent with the business and competitive strategy of the organization in a global economy; examines policy issues and strategic planning with a long term perspective; determines objectives and set priorities; anticipates potential threats or opportunities. On a recurring basis, exercise supervisory and managerial authorities over Federal non-supervisory employees (including both Excepted Service and DEMO positions), including, but not limited to assignment of work, evaluation of work performance, recommend approval of staff, resolves employee complaints, effects disciplinary action as required, identification of training needs and assures necessary funding, recommends awards/bonuses.

Qualifications

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band or GS grade level in the Federal Service i.e., EN-04/NN-04 or GS-15. Specialized experience for this position is defined as experience conducting at least 2 of the 4 following activities: Examples of Qualified Experience: 1. Experience applying advanced engineering or physical science principles, concepts, theories, and practices to implement and evaluate nuclear weapons modernization activities associated with development, production, and fielding of nuclear weapons systems to include managing the system technical, cost, and risk baselines. 2. Experience providing coordination and oversight of nuclear weapons program management of the nuclear weapons stockpile to include generating strategic plans, establishing requirements, and managing long-range budgets. 3. Experience leading/supervising subordinate engineers, program managers, and analysts in the development, production, and fielding of nuclear weapon systems. 4. Experience coordinating nuclear weapon programs with the Department of Defense, including the Nuclear Weapons Council interagency process, and foreign governments. Education

This position has a positive education requirement. You must meet the education requirements of either the General Engineer (0801) or Physical Scientist (1301) series listed below. You MUST provide documentation supporting the education claims in your application. This can include unofficial transcripts or any report listing institution, course title, credits earned and final grade. If selected, official transcripts will be requested.

General Engineer (0801):

  1. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
  2. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1) Professional registration or licensure; 2) Written Test; 3) Specified academic course; 4) Related curriculum. Physical Scientist (1301):
  • Degree: A.) Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
