The primary purpose of this civilian position is to perform a variety of preliminary and immediate control tasks to develop and implement aircraft and propulsion maintenance work plans and schedules to ensure the effective and efficient accomplishment of required maintenance and coordination in support of unit operational flight scheduling.

Duties

Develops maintenance plans for assigned aircraft maintenance and repair of aircraft propulsion units, and associated equipment. Implements maintenance plans through the development and publication of maintenance schedules to include scheduled and unscheduled repair actions, time-sensitive inspections or modifications, component time change replacement and aircraft or system aircraft system components and/or aircraft propulsion units inspections. Develops preliminary operational schedules (utilization plans) and provides the Operations Group with an estimate of maintenance support capability to meet operational requirements. Responsible for maintaining Data Documentation to include Aircraft Maintenance Historical Documentation, Aircraft Jacket Files, Aircraft Document Reviews. Coordinates the implementation of the Time Compliance Technical Order (TCTO) Program, to include the application of individual TCTOs and Trains personnel. Prepares and conducts training and skill level progression of assigned Air Force Reserve production schedulers (Aircraft/Engine).

  • The incumbent will be required to complete mandatory training requirements to include but not limited to Maintenance Management Production Technical Training and Engine Tracker course
  • A Secret Clearance is a condition for employment. The employee will be required to maintain a Secret security clearance
  • Temporary duty assignments (TDY), work or training opportunities may occasionally require travel away from the normal duty station on military or commercial aircraft
  • The incumbent may be required to work compensatory or overtime to meet workload demands. May be required to work an uncommon tour of duty
  • The incumbent of this position, may be required to perform inspections or write evaluations on work center and/or maintenance group employees
  • Will be expected to lead all functions of office when team is absent
  • Performs other duties as assigned, not to exceed 30 percent of total responsibilities

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes working with recurring manufacture, overhaul, or repair of products or projects using multiple-process production methods and procedures to develop plans and information necessary for the control of complex products such as airframes of fixed and rotary wing aircraft or a variety of complex and long-term facility repair and construction projects. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to plan, schedule, and take corrective action to meet emergency and regular work load requirements. Knowledge of personnel management policies, practices, and procedures. 2. Knowledge of assigned equipment. Knowledge of and skill in the use of automated maintenance information systems and aircraft maintenance documentation processes to collect, compile, and correlate production data from a variety of sources and use that data to determine compliance status of scheduled maintenance, inspection, and modification actions. 3. Knowledge of and ability to interpret military aircraft and manufacturing terminology, technical orders, data, standards and instructions, and to relate them properly to the particular control projects assigned in preparing production plans and schedules and in maintaining effective follow-up. 4. Knowledge of maintenance organizational structures and skill in the distribution of personnel to obtain a balance in workload. Ability to correlate and analyze a variety of routine production data, technical manuals, and directives to determine applicability. 5. Knowledge and skill of appropriate production/technical processes and material posture of maintenance work centers to assure continuing availability of material requirement. 6. Knowledge of aerospace systems, subsystems, components, and associated inspection, repair, modification, and supply processes. Skill in oral communication to effectively communicate with senior operations and maintenance personnel. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
