This position is located in the New Mexico State Office located in Santa Fe or Albquerque, NM.

Duties

Serve as a primary point of contact for major lands and reality actions and provides technical program guidance and assistance to field office specialists and managers on key programs. Provide project oversight including planning and scheduling milestones, defining tasks, monitoring and evaluating progress, ensuring technical adequacy, engaging stakeholders, and developing and tracking expenditures. Identify the level and type of data necessary for National Environmental Policy Act documents or related studies and identifies and quantifies impacts on environmental resources and develops mitigation measures. Represent BLM at meetings, hearings, and other activities rand prepares and presents public information and briefing materials for project issues. Use automated equipment, data, systems, and applications for collecting, entering, manipulating, updating and maintain data.

  • You cannot hold an active real estate license, nor can you have an interest or hold stocks in firms with interest in Federal Lands.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You will be required to obtain and maintain a valid state driver's license.
  • The Santa Fe location is a bargaining unit position represented by the National Treasury Employees Union Chapter 340.

Qualifications

In order to qualify, you must meet the specialized experience requirements described below. Your resume must clearly describe your relevant experience. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing at least 2 of the following:(1) leading inter-disciplinary teams in processing multiple large-scale lands and reality projects from the pre-application stage through construction, monitoring, and rehabilitation; (2) working with Federal, Tribal, and State agencies and private entities to ensure coordination, consultation and compliance of right-of-way regulations, NEPA/Council on Environmental Quality regulations, and special legislation or applicable laws; (3) making appropriate recommendations for a wide variety of complex land and realty transactions related to lands and realty case work, planning systems, compliance, environmental analysis, budget and public outreach. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

There is no substitution of education for experience at the GS-12 grade level(s) of this announcement.
