About the Position: Serves as Natural Resources Program Manager (Chief Ranger) at Hartwell Project, a large multiple-purpose lake, which has a large recreation and shoreline management/real estate programs, and high annual visitation by lake visitors. This position serves as Chief Ranger of Hartwell Project's O&M contract admin section. Responsible for oversight of the contract administration and natural resources management programs.

Duties

Serves as chief ranger for a large multiple-purpose lake project. Oversees the contract administration and natural resources management (NRM) programs for Hartwell Project. Serves as contracting officer's representative for a large, complex operations and maintenance service contract. Administers service contracts with oversight of such as, mowing, refuse collection, facility cleanup, park attendants, and, vegetative management, boundary line, and any other contracts necessary for upkeep of the lake and associated facilities. Provides quality assurance oversight for service contracts Develops contract requirements for operations and maintenance service contracts Plans, coordinates, and directs the execution of complex natural resource (NRM) programs to include water testing, forestry, fisheries, and wildlife management activities; coordinating closely with district staff and community stakeholders. Plan and conduct public involvement to promote and obtain input on NRM and facility maintenance programs. Establish and manage continuing program of land and water patrols and inspections to prevent unauthorized use, trespass, or destruction of property, and ensure visitor compliance with usage and rules and regulations. Supervise assigned personnel engaged in the management, operation, and maintenance of land and waters. Develops and recommends annual operations and management schedules and recommends/develops revisions of programs as conditions require. Provides program related data for determining budget and personnel requirements. Assist with budget preparation for the Recreation business line.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires employee to wear uniform and badge at all times while in duty status.
  • This position may require employee to work in adverse weather conditions.
  • This position may require employee to work nights, weekends and/or holidays.
  • This position requires employee to possess or acquire all Title 36 Citation Authority requirements within one year.

Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes which includes planning, coordinating, and directing the execution of natural resource and recreation programs AND developing and implementing a variety of natural resource management and protection programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
