The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.

Duties

The National Intelligence Council (NIC) consists of the most senior and expert intelligence analysts supporting the Director of National Intelligence (DNI) in carrying out responsibilities as the head of the Intelligence Community (IC) and as the principal adviser to the President for intelligence matters related to national security. The NIC produces a variety of all-source, IC coordinated intelligence reports, including its flagship product, the National Intelligence Estimate, which represents the Intelligence Community's most authoritative statement on a key national security issue. Serve as the acting Director in the absence of the Director, Strategic Futures Group (SFG). Assist the Director, SFG with the administration of the group to include recruitment/hiring, human resources, budget, contracting, and outreach. Direct the preparation, coordination, editing, and dissemination of strategic trend assessments to be presented via reports and briefings to senior US Government policymakers and strategic planners. Manage production of assessments on under-examined strategic threats, trends that are likely to shape the United States' international environment in the future, and broad topics requiring integrated, multidisciplinary treatment. Produce analytic assessments as a sole- or co-author as required. Preside over the development of an annual program of strategic analysis for the SFG, in close consultation with the NIC's National Intelligence Officers. Develop strategic analytic production objectives and appropriate training and travel opportunities for all SFG program directors. Design and contribute to conferences and other forums to draw on expertise from outside the government in support of the SFG's analytic production. Conduct outreach to the IC's analytic production centers to advocate cross-functional, strategic, long-term analysis. Facilitate the establishment of interagency long-range analysis teams as warranted. Establish and foster liaison relationships with academia, the business community, and other non-government subject matter experts to ensure the IC has a comprehensive understanding of the emerging strategic environment and to ensure the SFG's production of strategic analysis incorporates this outside expertise. Represent the NIC and the SFG at internal and external forums. Research topics and collect material for meetings, speeches, and conferences; keep records of proceedings as required. Evaluate and develop first-line supervisors; serve as a substantive supervisory and analytic resource, teaching and guiding team chiefs; provide substantive feedback to include career development counseling and skills development.

Qualifications

Mandatory Requirements: Senior-level expertise in leading analytic teams within an Intelligence Community production center. Superior interpersonal, organizational, and management skills to conceptualize and effectively lead complex analytic projects with limited supervision. Ability to work with and fairly represent the IC when analytic views differ among agencies. Superior knowledge of intelligence production in the forecasting/futures domain. Expert leadership and management skills in leading interagency, interdisciplinary IC teams against a range of functional and regional analytical issues. Expert leadership and managerial capabilities, including the ability to effectively direct taskings, assess and manage performance, and oversee personal and professional development of all levels of personnel. Expert oral and written communication skills and demonstrated ability to produce all source intelligence assessments and review written products with an emphasis on clear organization, and concise, and logical presentation. Expert ability to direct taskings, assess and manage performance, collaborate on goal setting, and support personal and professional development. Desired Requirements: Bachelor's degree or equivalent experience as determined by mission specialty area.
