The primary purpose of this position is to develop, implement, and administer the Operational Security (OPSEC)/Military Deception (MILDEC) and Critical Asset Risk Management (CARM) program and to serve as a project leader responsible for providing project leadership and support for the overall installation OPSEC and CARM initiative at the installation level.

Duties

OPSEC/MILDEC Signature Manager for 319 RW. Directly responsible to the Wing Commander for the development of program objectives, goals and implementation of wing-wide education, training, and awareness program for OPSEC. Mission Assurance (MA) installation authority. Integrate and synchronize MA, and fully incorporate with the existing security, protections, and risk-management programs and activities of antiterrorism; physical security, law enforcement; emergency management; continuity of operations; CBRN survivability; force health protection; CBRNE preparedness; cybersecurity; operational energy and energy resilience as they relate to executing the mission. Wing Foreign Disclosure Officer (FDO). Serves as the Wing Program Manager for authorized disclosure of controlled unclassified information (CUI) or classified military information (CMI). Overseas and manages inspector activities during international treaty inspections (Arms Control, Training, Opens Skies, Chemical Warfare Compliance).

  • Department of Defense Security Fundamentals Professional Certification (SFPC) conferral is required within 2 years of the established employee EOD or initial
  • assignment date to this position in accordance with DoD 3305.13-M, DoD Security Accreditation and Certification.
  • The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes :Applying Knowledge of the principles, policy, procedures and methodology of security administration and skill in applying practical knowledge of applied security principles, concepts, and methodologies. Skills have been gained through experience or education to carry out difficult assignment independently. Applying Knowledge of operational security, antiterrorism, physical security, emergency management, continuity of operations, CBRN survivability, force health protection, CBRNE preparedness. Working with a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. Working with a broad range of security program relationships, and proficiency in information, operations, and mission assurance to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of information, operational security, and mission assurance concepts, principles, and practices to plan and implement security programs in these areas. 2. Knowledge of a broad range of security program relationships, and proficiency in information, operations, and mission assurance to effectively implement and administer applicable mission assurance programs and/or coordinate with other specialized security programs. 3. Skill in developing, analyzing, and evaluating security programs and systems to meet mission requirements and improve the security program for the installation. 4. Skill to identify, develop innovative and feasible solutions to complex issues. 5. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 6. Ability to integrate and coordinate multiple and related missions, functions, subjects, issues, and situations across the installation to present and recommend solutions in a logical, cohesive format. Other significant facts pertaining to this position are: 1. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. 2. Must be able to obtain and maintain a Top Secret security clearance. 3. May be subject to recalls and required to occasionally work other than normal duty hours and overtime. 4. Department of Defense Security Fundamentals Professional Certification (SFPC) conferral is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DoD 3305.13- M, DoD Security Accreditation and Certification. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
