The primary purpose of this position as a Multiband Satellite Communications (SATCOM) Officer, is to provide operational support, management, direction, and oversight of "end-to-end" SATCOM systems directly supporting DoD operations, intelligence community programs, and Federal agencies.

Duties

Provides operations and technical expertise to assist in developing SATCOM capabilities required by DoD, Services and Agency architectures for communications systems development to meet the COCOM operational requirements. (SATCOM Operations and Requirements) Provides operational and technical SATCOM systems' expertise and support for current operations and emerging systems to National users, Joint Staff, Combatant Commands, and National Security Space Architect. Develops and maintains OSD, CJCS, and USSPACECOM policy and procedures for the successful employment of SATCOM systems. (SATCOM Systems Operations Management) Develops Capstone Requirements Document (CRD), Concepts of Operations (CONOPS) for new SATCOM systems. (Emerging SATCOM System Evaluation and Development) As a Command Lead for a key segment of SATCOM, participates as the technical and Joint Planning Group team lead for special projects which involve significant constellation configuration changes, satellite subsystem evaluations, or non-standard payload configuration changes. (Technical Team Lead/Participant) Performs multi-faceted staff coordination on various aspects of SATCOM systems for USSPACECOM with numerous external organizations including National agencies, Joint Staff, Combatant commands, international agencies, government agencies, and component commands.   • Position is designated special-sensitive and requires eligibility for access to SCI, other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to perform the duties of the position.

  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission, national security, and public safety.
  • Position requires refrain from using illegal drugs and misusing prescription medication. May be selected for random drug testing and may be subject to reasonable suspicion testing, safety mishap, or accident testing.
  • Incumbent is required to submit to urinalysis testing if requested.
  • The employee will be required to travel by commercial or military aircraft in the performance of temporary duty (TDY) assignments.
  • The employee may be required to work other than normal duty hours, including evenings, weekends, off duty hours on call, extended work hours (12 hour shifts), varying duty hours, and/or holidays; Overtime and/or emergency overtime may be required.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • This is a Mission Essential position performing a Mission Critical Function (MCF) which must continue uninterrupted after an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
  • Minimum certification and education required to meet standards outlined in DoD 8140.03, Cyberspace Workforce Qualification And Management Program for applicable cyber codes. Failure to comply may result from this position.
  • These cyber codes are namely: 112- Mission Assessment Specialist, 752 Cyber Policy and Strategy Planner and 411 Technical Support Specialist.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes experience with serving as a technical-specialist on committees and working groups that identify and resolve or assign the responsibility for resolving conflicting program requirements; developing and implementing procedures and practices to cover multi-service communications objectives; coordinating, planning, and satisfying user requirements for satellite communications equipment and systems to develop SATCOM policies and procedures; and communications and information systems, analyzing and resolving difficult/complex problems, and developing thorough operational impact statements based on changes in resource availability. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Broad knowledge of communications systems engineering and technical knowledge of current and emerging satellite communications systems; Broad knowledge of established DoD Spectrum Management and Joint Spectrum Interference Resolution (JSIR) process. Keen ability to analyze the design, development and implementation of SATCOM and associated control and terminal programs used or for use by the DoD and agencies. Ability to assess the impact of programmatic changes on legacy and emerging SATCOM and terminal systems to meet operational requirements. Skill in written and oral communication and the ability to gather facts, derive conclusions, and devise viable solutions to problems. Ability to translate military requirements into SATCOM operational capabilities and to discern satisfaction of these requirements by analysis of technical parameters. In-depth knowledge of joint policy, military operations, doctrine the deliberate and contingency planning processes, the Planning, Programming and Budgeting System (PPBS) and the acquisition process. Knowledge of cybersecurity principles, mission impacts of cybersecurity lapses and organizational requirements (relevant to confidentiality, integrity, availability, authentication, non-repudiation). Knowledge of risk management processes (e.g., methods for assessing and mitigating risk). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
