Mk21A is a major defense acquisition program to design, develop, produce, and deploy an integrated Reentry Vehicle (RV) capable of delivering the W87-1 warhead when released from the Sentinel ICBM. The program is part of a collaborative effort between the United States Air Force, Department of Energy (DOE), National Nuclear Security Administration (NNSA), and Department of Defense (DoD) industry partners. The primary purpose of this position is to serve as a Supervisory Acquisition Program Manager in the Mk21A Branch.The incumbent will overseeplanning, organizing, directing, and coordinating activities of functional specialists including contracting, engineering, manufacturing, configuration/data management, technical data, test, and logistics for the Mk21A Branch. DUTIES: Mentor, lead, guide, and direct program managers within the Mk21A Branch on program issues; assure that assigned employees work as a cohesive team; and provide employees with opportunities that foster professional career development. Monitor prime contract execution (e.g., cost, schedule, performance, risk, etc.), and advise leadership on technical design, material development, acquisition, test, and operational issues related to requirements, systems engineering, finance, performance, and schedule trade-offs. Oversee technical and program support to the ACAT 1D Sentinel Engineering and Manufacturing Development (EMD) Contract valued at $1B, and subsequent production contracts. Engage with extended and geographically dispersed teams, including subject matter experts and executive-level representatives from across the AFNWC, other government organizations, and other key stakeholders to ensure technical and programmatic activities are successfully planned, coordinated, and executed. Develop and present technical and programmatic briefings to Senior leadership and mission partners. SKILLS: Two areas of expertise is highly desired: Five or more years of progressively complex acquisition program management experience that preferably includes the ICBM weapon system;and Refined communication, problem-solving, and teamwork skills sufficient to effectively interface with internal and external stakeholders at all levels, as well as the independence, assertiveness, self-reliance, and tenacity to get the job done. Strong background in leadership, supervision, and employee mentorship is highly desired. Extensive experience in risk management, schedule management, integrated baseline management, program management reviews, funding reviews, earned value management, Integrated Master Schedules (IMS) and document & process information control.

  • Employee must obtain and maintain a Top Secret security clearance and is required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Program Management “Advanced” certification category within required timeframe after appointment.
  • Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • Supervisory requirements may be required depending upon the position being filled.
  • In accordance with the Ethics in Government Act, 1978, employee is required to file an Office of Government Ethics (OGE) Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

  • This position may require travel.
  • This is a Critical Acquisition Position (CAP). Unless specifically waived by the appropriate component official, i.e., the Director of Acquisition Career Management for the component, the Service Acquisition Executive, or the Service Secretary.
  • Selectee must execute a written agreement to remain in Federal service in this position for at least three years.
  • The selectee must meet, or be capable of achieving the APDP certification as designated on the position description within the grace period for that certification level after assignment.
  • This position also requires employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning Points every 24 months.
  • Subject to Temporary Duty Assignment (TDY): Approximately 10 days per year.

Knowledge of safety and security regulations, practices, and procedures. Knowledge of the missions, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process. Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test and manufacturing. Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and non-supervisory employees.
