The incumbent serves as the Deputy Chief of Staff (DCoS) to the Chief of Staff (CoS) to the Office of Infrastructure. In coordination with the CoS, the DCoS provides guidance and advises on strategic initiatives and manages specific program elements as assigned on behalf of the Associate Administrator and senior leadership. Serves as the lead for oversight of operational and management efficiency and effectiveness, and, as necessary, leads implementation efforts to achieve goals.

Duties

As a Program Analyst (Deputy Chief of Staff) you will: In coordination with the CoS, the DCoS lead elements of organizational, operational, or administrative matters under NA-90's purview. Identifies and bridges any gaps in the organization. Provide oversight of, organizational, operational, or administrative matters under NA-90's purview that originate from the Associate Administrator and senior leadership. Develop recommendations that meet the performance needs of the organization. Operational purview includes, but is not limited to, internal and external communications, correspondence, audits, directive actions, succession planning, professional development programs, training, and meeting internally or externally driven performance goals. As directed, represent the Associate Administrator and senior leadership. Suggest or support implementation of tactical and strategic initiatives for NA-90 that are specific or cross-cutting to NA-90 or NNSA. This includes planningNA-90 activities to achieve its missions, identifying prospective obstacles and resolving difficulties before they arise, as well as launching new initiatives to address emergent positive or negative trends and concerns. Assess standards and regulations for applicability and appropriateness for NA-90 areas of purview (e.g., Congressional direction). Where necessary, develop and recommend appropriate guidance to the Associate Administrator and senior leadership.

Qualifications

Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression (NNSA pay band or GS grade level in the Federal service i.e., EN-03 or GS-13). Specialized experience for this position is defined as: Experience advising all leadership and staff members on resolving issues, developing solutions, from small adjustments to operational processes to larger, systemic issues. Examples of qualifying experience includes: - Assesses standards and regulations for applicability and appropriateness for NA-90 areas of purview (e.g., Congressional direction). - Coordinates, develops, and implements policies that are necessary for the Associate Administrator and senior leadership carry out their duties.
