The Deputy Chief Information Officer position is located in the Information and Technology Management Branch (ITMB) within the Office of Administrative Management (OAM), National Eye Institute (NEI). The goals of the ITMB are to ensure the integrity and availability of systems, networks,and data through the development, implementation, maintenance, and enhancement of information systems security programs.

Duties

Assisting in the development and execution of IT strategic plan and annual IT tactical plan. Developing NEI strategies in the areas of technology implementation, information delivery mechanisms, standards, and NIH-wide trends and policies. Communicating with staff and other stakeholders regarding changes, outages, new features and capabilities, and other outreach as necessary. Direct planning and implementation of large, complex technical feasibility and market studies. Creating new methods and develops innovative strategies and solutions for the Branch and Institute's Information Technology needs. Administering project management duties for Branch's full life cycle IT support and development contract. Managing the IT operational budget including oversight and support for IT acquisitions. Supporting efforts to prevent and reduce IT support issues and staff downtime through management of knowledge base documentation, staff training, and self-service resources. Leading the application development and program management teams.

  • At the supervisor’s discretion, this position may offer work schedule flexibilities: telework (work from home on a regular basis or ad hoc basis but reports to the office at least once a week/two days a pay period).
  • A one-year supervisory trial/probationary period may be required upon selection/ placement.
  • Males born after December 31, 1959 must be registered with the Selective Service.

Qualifications

The classified title of this position is Supervisory IT Specialist; however, the descriptive organizational title is Deputy Chief Information Officer and the position will be referenced as such throughout the announcement. In order to qualify for a Deputy Chief Information Officer, GS-2210 at the GS-14 level, you must: Have IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates that I possess each of the following four competencies: Basic Requirements: 1. Attention to Detail- is thorough when performing work and conscientious about attending to detail; and 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; and 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and 4. Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations; AND To qualify at the GS-14 level: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: employing advanced qualitative and/or quantitative evaluation techniques to conduct studies and analyze findings; analyzing and measuring the effectiveness, efficiency and productivity of organizational programs; reviewing and editing administrative standard operating procedures; and writing official reports to senior management on findings, recommendations, and implementation plans for improvements to programs or administrative operations. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
