The primary purpose of this position is to serve as the 16th Air Force (16 AF) IW Exercises and Wargames Specialist. Cyberspace and Information Warfare (IW) professional manager leading a flight of cyber and intelligence planners providing oversight and guidance to effectively plan, prioritize, lead, direct and provide management oversight for 16 AF's Information Warfare Exercises and Wargames program. 16 AF/A3 - Joint Base San Antonio (JBSA), Lackland

Duties

Provide technical, programmatic and consultant expertise on all information warfare exercise and wargaming requirements. Provides overall expert leadership and technical management on future and or emerging training / exercise initiatives/related programs. As the Information Warfare Exercise lead, provides day-to-day direction to a team consisting of military, civilian, and contractor members. Provides oversight as 16 AF/AFCYBER's Range Environment Coordinator.

  • Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.

  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Information Assurance Certification is highly desired. Incumbent may be subject to polygraph testing as an inherent primary requirement of their position.

  • A bachelor degree with a specialization in Operations is highly desired. Incumbent may be recalled to duty for crisis planning.

  • The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency/mobilization without seriously impairing the capability of the parent Federal Agency/office to function effectively.
  • This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")

Qualifications

In order to qualify, you must meet the quality experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210 (Alternative A). This is a GG-14 position in the Cyber Excepted Service (CES) part of the Defense the Defense Civilian Intelligence personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GG-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Mastery of and skill in applying a comprehensive range of joint planning knowledge related to Exercise planning management and control. Knowledge of computer network operations; and AF and Joint policy, planning, telecommunications, digital networking, Tactics, Techniques, and Procedures (TTPs), intelligence, Electromagnetic Spectrum Operations, Space Operations, and Strategic Communications. Broad experience in Cyberspace operations including technical expertise in the subject areas of intelligence, telecommunications, computer networks, multiple-operating systems, and Cyberspace Operations. Demonstrates knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships, and operations KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of applicable national and international laws (e.g., Electronic Communications Privacy Act, Foreign Intelligence Surveillance Act, Protect America Act, search and seizure laws, civil liberties and privacy laws), statutes (e.g., in Titles 10, 50 in U.S. Code), directives, executive branch guidelines, regulations, policies, and ethics regarding computer networking concepts/protocols and network security methodologies along with cybersecurity and information warfare principles, including risk management processes (e.g., methods for assessing and mitigating risk). 2. Knowledge of cyber and information warfare threats and vulnerabilities, operational impacts of cybersecurity lapses, nature and function of the relevant information structure (e.g., National Information Infrastructure). 3. Knowledge and familiarization with joint military cyber operations, information warfare (IW), electromagnetic warfare (EW), cyberspace operations (CO), Strategic Communications, and Intelligence, Surveillance and Reconnaissance (ISR), airborne ISR and Electro Magnetic Spectrum Operations concepts, protocols, tactics techniques, and Joint and Service doctrine sufficient to support Air Forces Cyber missions. 4. Ability to determine IW/cyber workforce effectiveness using workforce trend data and knowledge of organizational training and exercise policies, processes, and procedures to adjust skill and/or qualification standards. Advocate for required resources to improve all at both service and joint-level sources. 5. Ability to leverage best practices and lessons learned of external organizations and academic institutions dealing with cyber and Information Warfare issues. 6. Ability to understand, develop analytical investigative techniques and provide recommended feasible solutions to JFHQ-C (AF), and CCMDs operational challenges, by working within and outside the organization to gain support for the organization's goals and objectives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
