About the Position: The Employee Assistance Program Specialist provides counseling services to employees through the Employee Assistance Program (EAP) and carries out assigned responsibilities independently within guidelines provided by higher headquarters and local policies, precedents, and procedures.

Duties

Counsels’ supervisors and all organizations that work with civilian employees and family members. Publicizes employee assistance program services within the installation community. Ensures supervisors and employees understand how to use employee assistance program services. Develops prevention education and training programs. Trains military and civilian personnel on substance abuse prevention. Establishes close working relationships with Command, Chaplain, Medical Clinic, and other military components. Manages employee assistance program budget and manpower.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This is a Mission Essential position.
  • Incumbent of this position must be a Certified Employee Assistance Professional (CEAP) within 1 year from appointment to the position and must maintain certification to remain in the position.
  • This position is designated as moderate risk involving Public Trust. Appointment to this position is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.

OR Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: Applying a broad range of diverse and complex Employee Assistance Program (EAP) techniques such as assessments, conflict resolution sessions, advice, assistance, and recommendations for employee counseling services; Providing prevention education and training programs to supervisors and employees on such matters as, violence in the Workplace and/or mental health issues as either the primary area of concern or as secondary to alcohol and drug abuse; and Managing an annual program budget. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementInterpersonal SkillsOral CommunicationPartneringPsychology Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
