The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Maintenance Support and Flight Service Center sections.

Duties

Exercises supervisory personnel management responsibilities at least 25% of the time. Plans, organizes, and directs the activities of the Maintenance Support and Flight Service Center sections, ensuring that maintenance and supply work complies with legal and regulatory requirements and meets customer needs. Represents the Maintenance Support and Flight Service Center sections with a variety of installation and functional area organizations. Manages the overall maintenance and supply interface, resolves supply support problems, reviews reports, and coordinates supply related training needs for decentralized supply support personnel.

  • May be required to work overtime on an unscheduled or emergency basis.
  • May be required to participate in contingency situations. Both real world and exercise.
  • Must have or obtain a valid state driver's license.
  • Incumbent must obtain/maintain Nuclear Weapons Related Materiel (NWRM) Certification throughout the term or employment. Ref: AFI 23 110, Chapter 9.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions for Supply Clerical and Technician Series, 2005. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband (NJ-II), equivalent to the next to lower grade (GS-08 ) or equivalent in the Federal Service. Specialized experience must include knowledge of program planning, budget and financial management cycles and policies; Knowledge of governing supply regulations, procedures, and instructions Ability to gather, analyze, and present Complex facts and develop programming and budgetary strategies. Knowledge of supply functions, operations, program requirements, and work methods. Knowledge of safety, security, personnel management, and Equal Employment Opportunity (EEO) regulations, practices, and procedures. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In depth knowledge of program planning, budget and financial management cycles and policies. Knowledge of governing supply regulations, procedures, and instructions. Ability to gather, analyze, and present complex facts and develop programming and budgetary strategies. Ability to apply basic analytical methods and techniques to resolve complex supply problems and/or deviate from normal supply management procedures or program requirements. Knowledge of supply functions, operations, program requirements, and work methods. Ability to interpret and apply fiscal policy and financial rules, regulations, and procedures. Knowledge of safety, security, personnel management, and Equal Employment Opportunity (EEO) regulations, practices, and procedures. Ability to communicate effectively orally and in writing. Ability to establish and maintain relationships with key individuals/groups within and outside immediate work unit including field level representatives. Ability to advise senior leaders, Program Element Monitors and field level representatives. Ability to plan, organize, and direct the functions and staff of an organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
