This position is located in the Department of Homeland Security, Office of the Chief Human Capital Officer, Washington, District of Columbia.

Duties

The primary purpose of this position is to serve as a Subject Matter Expert on training evaluation, metrics, assessments and serve as the supervisor of the LEADS Training, Evaluation, Assessments and Metrics (TEAM) division. Duties performed: Collaborating and facilitating discussions with senior management, learning and development business partners, process owners, and technical staff to create comprehensive training and evaluation analytics solutions that meet organizational and mission objectives. Overseeing and delivering key insights to business partners and DHS senior management on training and development programs utilizing advanced analysis of training and evaluation data, including the creation of various TEAM Dashboards. Utilizing advanced analysis techniques to develop and deploy a robust assessment and evaluation measures program that measures the effectiveness of business decisions and drives high performance business results. Reviewing current and recurring standardized reports needed to address frequently requested enterprise training and development data needs. Managing reports and correspondence on DHS training and development data from internal and external parties, such as the DHS Secretary and other DHS senior leadership, the Government Accountability Office, Congress, the Office of Personnel Management, the Office of Management and Budget, etc.

Specialized Experience: GS-15: Applicant must have at least one full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Using training and assessment metrics to support mission critical training and development; Creating analysis tools to examine data and/or uncover new trends; Overseeing the tracking of training and development data to ensure consistency in reporting to stakeholders; and Planning and/or assigning work to subordinate staff to ensure the completion of assignments.
