The primary purpose of this position is to serve as a principle and senior legal advisor to the 47th Flying Training Wing Commander, staff, and subordinate organizations providing critical and specialized legal analysis on various matters; to include, but not necessarily limited to: Environmental, Labor, Contracts, Ethics, Legal Assistance and Preventative law. The position requires the incumbent to perform duties as a functional Chief of the Specialized Law Division, leading and teaching others

Duties

Serve as Specialized Skill Attorney and Advisor. Performs legal work in the area of Environmental Law. Perform legal work involving Acquisition and Contract Law. Perform legal work in the area of Labor Law. Responsible for overseeing the 47th Flying Wing's Ethics program. Perform legal assistance and provides preventative law guidance.

Requirements

  • Attorney appointments are subject to serve a one-year probationary period.
  • Candidates are not required to have active duty service or veterans’ preference to be referred and considered. All qualified candidates who meet the recruitment assessment criteria will be referred to the selecting official.
  • Incumbent may be required to travel by regularly scheduled military or commercial aircraft in the performance of TDY
  • This position is designated as a KEY POSITION IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • This position is in the Federal Excepted Service. This appointment does not confer Career-Conditional or Career Status in the Federal Competitive Service.
  • May be required to serve one year trial period. (Attorneys are not subject to a probationary period).
  • Recruitment and selection of incumbent for this position will be accomplished in accordance with AFI 51-107 Employment of Civilian Attorneys.
  • The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function.
  • This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")

Qualifications

GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). NOTE: You MUST submit transcripts with the application. In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status. In addition to the basic requirement, you must have professional legal experience in excess of two (2) years that commensurate with the duties and responsibilities of the position at equivalent to the GS-11 level or National Security Personnel System (YA-02) level, or The second professional law degree (LL.M.), plus one year of professional legal experience at the GS-11 level or National Security Personnel System YA2 level. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of law, legal principles, ethics and federal regulations relevant to the duties of the position and experience to provide timely and pertinent advice. Knowledge of Environmental and Labor law. Skill and knowledge involving Contracts and contractual actions. Knowledge of the government-wide and Defense Federal Acquisition Regulation (DFARS). Skill and ability to recognize analyze and discern key legal points of a factual situation, Skill and ability to teach and guide lesser experienced attorneys and other members of the staff as necessary. Skills and ability to review and concisely & clearly convey legal issues, documents or decisions top personnel not in the legal profession. Skill and ability to effectively communicate orally or in writing. Ability to plan and conduct thorough legal research with available resources. Ability to quickly and accurately identify key facts, assess their significance, and correctly apply pertinent legal standards and principles. Ability to effectively communicate orally and in writing in both formal and informal settings and provide well-reasoned analyses and clear conclusions on complex issues with little advance preparation. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
