About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Army Cyber Command ACOFS G3, Fort Meade, MD. This position will be filled on a permanent basis.

Duties

Provide direct leadership and continuing oversight of all CYBERCOM capabilities development projects ensuring testing and evaluation activities are integrated into all phases of the development, acquisition, and utilization lifecycle. Develop testing and evaluation capability integration plans to decrease risk and align outcomes with agency/DoD cyberspace program objectives and priorities. Oversee and guide the development of project Test and Evaluation strategies, test and evaluation master plans, test plans, and procedures. Evaluate the proposed DoD cyber operational Test and Evaluation strategies, plans, methodologies, budgets, and schedules in terms of meeting requirements including the facilitation of agreements to ensure activities are sufficiently resourced. Lead matrixed project teams in the continuous evaluation of innovative cyber capabilities leading to improvements in agency and command rapid deployment, testing, and evaluation processes in response to validated cyber mission needs. Exercise technical expertise to address and resolve highly complex technical challenges that arise during the course of cyber capability testing and evaluation efforts requiring exceptional ingenuity and new approaches. Provide expert technical advice to Command directorates, DoD-wide cyber elements, and other senior management officials in addressing rapid deployment testing and evaluation aspects of urgent operational contingencies. Capture very complex cyberspace issues in policy statements, proceedings, white papers, and other work products to elicit discussion among program community members and to facilitate collaboration on issues of joint interest. Negotiate agreements regarding which elements will fund and pursue the design/development of high-priced cyber operational capabilities and Test and Evaluation assets.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must be able to obtain and maintain TOP SECRET security clearance with access to Sensitive Compartmented Information.
  • Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination.
  • Must be able to obtain and maintain access to NSA.
  • Incumbent may be required to travel approximately up to 25% of the time and may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic short notice drug testing.
  • Incumbent must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • Per DoDM 8140.03 , the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
  • Incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • Incumbent must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned on the sequenced position.

Specialized experience would be demonstrated by applying Information Technology (IT) testing and evaluation to develop and interpret policies, procedures and strategies; providing management and the workforce technical IT advice and guidance; determining approaches for system design, to include system interrelationships, optimal software and hardware configurations, data storage and classification needs; leading planning and execution of IT management activities (strategic and capital planning, resource management) and ensuring IT programs are compliant with organizational plans, policies, guidance, procedures, or standards. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement.
