About the Position: This position is with the St. Paul District. This position serves as the District Diving Coordinator responsible for management, control, and administration of the dive program and diving safety activities for the district. Salaries: Minneapolis, MN, Hastings MN, Red Wing, MN: $74,973 to $116,821 All other locations: $69,107 to $107,680 Salary range represents the lowest entry level through the highest, full performance level. A relocation incentive MAY be authorized.

Duties

Organize, plan, coordinate, control and manage the District Diving Safety program. Serves as Hazardous Energy Control (HEC) program coordinator for the Navigation Branch to ensure all dives, projects, and sites are in compliance with USACE HEC requirements. Serves as the District's primary point of contact for all dive and remotely operated vehicle (ROV) related issues. Establishes mandatory requirements for contract diving companies that must be met and maintained to perform contract diving work for the District. Prepares bid specifications for specific diving plans, and reviews and approves the bid specifications prepared by others pertaining to diving and other underwater work. Provides direct management of in-house dive capabilities by maintaining a viable in-house cadre of divers with specialized expertise on navigation structures and fleet. Manages the diving-related training program. Manages the dive program budgets, for travel, training, and miscellaneous expenses.

  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Specialized Experience: One year of specialized experience which includes applying diving policies and regulations/standards to develop and implement written policy and procedures used in a diving program to perform underwater inspection/repair work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11.
